The Government considered the economic development of East Kazakhstan and Abad regions, the growth potential of the IT industry 05.04.2025
The Government hosted a meeting of the Headquarters for Ensuring Economic Growth, chaired by Serik Zhumangarin, Deputy Prime Minister of the Republic of Kazakhstan – Minister of National Economy. Issues concerning the economic development of the East Kazakhstan and Abai regions, as well as the growth potential of the IT sector, were addressed.Akim of Abai Region, Berik Uali, provided information on the main indicators of the region's economic growth. Over the first 2 months of this year, growth was recorded in agriculture (102,3%), construction (112,7%), domestic trade (109,5%), transport (107,1%), and communications (108,9%). The volume of attracted investments since the beginning of the year amounted to 31 billion tenge, of which 83,8% were non-budgetary funds.A pool of 27 investment projects totaling 2,7 trillion tenge, creating 8,4 thousand jobs, has been formed in the region. Eight projects worth 30 billion tenge, creating 747 new jobs, are planned for implementation this year. These include the sunflower oil refining, bottling, and packaging plant of «Qazaq Astyq Group» LLP (7,1 billion tenge), the production expansion of «Semaz» LLP (10 billion tenge), the production of paper and cardboard products by «Kazpoligraph» LLP (6 billion tenge), two irrigation projects involving the installation of 18 sprinkler machines, the construction of a gold recovery plant for the development of the «Rodnikovoye» deposit by Eastern Gold LLP, and others.At the Headquarters meeting, the Akim of the region highlighted an issue with the project to construct the Eurasia Agro Semey LLP meat processing plant, specifically regarding the financing required to connect high-voltage power lines to the facility. Following the Headquarters meeting, this issue was included in the task list for the implementation of investment projects in other regions with similar requests.In the East Kazakhstan Region (EKR), where industry accounts for 40% of the gross regional product (GRP), efforts are actively underway to diversify the economy. The most promising areas, ensuring maximum productive employment, population income, and tax revenues from Small and Medium-sized Businesses (SMBs), include tourism, processing of industrial and agricultural products, digitalization, and infrastructure. For 2025, the region's Key Performance Indicator (KPI) for investment in fixed assets is set at over 1,65 trillion tenge (2024 – 768,2 billion tenge). Over the first two months, 81,7 billion tenge in investments have already been attracted to the region. The region's investment portfolio consists of 111 projects worth 1,4 trillion tenge, creating over 7 thousand jobs. This year, the completion of 9 projects totaling 101,7 billion tenge (688 jobs) is planned. Among them are the modernization of foundry production at «VOSTOKMASHZAVOD» JSC (33,8 billion tenge), the construction of a gold recovery plant by «Kaskad-N» LLP (9 billion tenge), the second phase of oil production by «AltynShyghys» LLP (8 billion tenge), and others.The region's Akim, Nurymbet Saktaganov, voiced a number of barriers hindering the development of investment projects in the region. For example, «Bukhtarma Cement Company» LLP saw its cement production decrease by 22,8% over the year due to increased costs for railway tariffs and electricity. The company is requesting a temporary reduction in electricity tariffs and railway transportation charges during the period of equipment modernization. The Deputy Prime Minister instructed the Committee for Regulation of Natural Monopolies to explore all possible solutions to the issue.Also underway in the region is a project for the reconstruction and modernization of a particleboard production plant. The project will create over 500 jobs and contribute to the development of the woodworking industry, as the region's current demand for laminated particleboard is fully met by imports. The enterprise is already facing challenges with raw material supply. The Akim of the region raised the possibility of allocating raw materials directly from the State Forest Fund to the domestic producer. The Deputy Prime Minister instructed the Ministry of Ecology and Natural Resources to address this issue promptly.The Akim also raised several other issues concerning projects in tourism, the construction of a cascade of small hydropower plants (HPPs), and the agro-industrial complex (AIC), which will now be handled by the relevant government departments.The share of information and communication services in Kazakhstan's Gross Domestic Product (GDP) at the end of last year was 2,2%, and the physical volume index of the sector grew by 12,9%. Over the first 2 months of this year, strong growth was observed in the provision of Internet access services – up 13,1% compared to the same period last year. The number of mobile and fixed internet subscribers is growing, and the volume of consumed internet traffic is increasing by an average of 15-20% per year. To achieve the sector's economic growth target of 11% in 2025, the Ministry of Digital Development, Innovations and Aerospace Industry (MDDIAI) plans to sign several investment agreements this year. Furthermore, a series of projects in the telecommunications sector are envisioned, which will enable the achievement of the planned growth rate for the industry.As noted by Malik Olzhabekov, Vice-Minister of Digital Development, Innovations and Aerospace Industry, the country's IT sector is currently developing dynamically. The number of IT companies increased from over 17,9 thousand in 2023 to over 18,6 thousand in 2024. The number of trained IT specialists has exceeded 100 thousand people in recent years. The export of IT services surpassed the half-billion-dollar mark in 2023. According to preliminary data, this figure will reach $700 million in 2024. The volume of IT services provided grew from 946 billion tenge in 2022 to approximately 1,5 trillion tenge in 2024. IQanat: the qualifying round of the large-scale Olympiad for rural schoolchildren was held in Kostanay 05.04.2025
More than 400 eighth graders from all over Kostanay region gathered in Kostanay for the regional stage of the IQanat Republican Olympiad. This round will be crucial: according to its results, 1,000 of the best students from all over the country will qualify for the finals.The special feature of the Olympiad is its social orientation: 70% of the participants are children from vulnerable families. Finalists get a chance to study for free: some at the prestigious IQanat boarding school in Borovoye, the rest as part of a three—year support program. This is not only preparation for the UNT and international exams, but also the study of English, IT, soft skills and entrepreneurship.— Up to 90% of students who have completed the foundation's programs apply for grants at leading universities in Kazakhstan and abroad. Today, our graduates study in 15 countries around the world," said Gulnara Bersagurova, Regional Coordinator of the IQanat Foundation.The Olympiad includes tests of logic, critical and spatial thinking, mathematical literacy and English. Young athletes from Kostanay worthily represented the region at the VII International Boxing Tournament in memory of the Honored Master of Sports of Russia Sofia Ochigava, which was held in Moscow. More than 300 boxers from different countries between the ages of 13 and 40 took part in the competition.Ramina Makhanova became the champion in the weight category up to 54 kg. In Kostanay region, sanitary aviation received a modern helicopter 05.04.2025
The emergency medical care system of Kostanay region is expanding its capabilities. The region's air ambulance service now has a modern Eurocopter H–145 D-3 Airbus helicopter at its disposal. Thanks to this, residents of remote areas will be able to quickly receive the necessary medical care, and patients in serious condition will be transported faster to medical institutions in the regional center.In addition to the new helicopter, the air ambulance continues to use the AN-2 aircraft and two vehicles for ground transportation of patients.The air ambulance department operates on the basis of the regional ambulance station. The duty is carried out daily – a doctor and a paramedic are part of the team. If necessary, highly specialized specialists, including pediatricians, are involved.In 2024, the air ambulance has already completed 74 departures and 353 departures by land transport. Armenian Foreign Minister Arrives on First Official Visit to Astana 05.04.2025
Astana, March 27, 2025 – Deputy Prime Minister – Minister of Foreign Affairs of the Republic of Kazakhstan Murat Nurtleu held a meeting with the Minister of Foreign Affairs of the Republic of Armenia Ararat Mirzoyan, who arrived to Astana on his first official visit.The parties discussed a wide range of issues related to the Kazakh-Armenian relations. In particular, the priority directions of political, trade, economic, cultural, and humanitarian interaction between the two countries, as well as the schedule of highest and high-level events for the current year were discussed.Mutual commitment to deepening bilateral partnership on the basis of friendship and mutually beneficial cooperation was expressed. The practical confirmation of the parties’ intentions was the opening of the offices of the Honorary Consuls of Armenia in Karaganda and Aktobe.The Minister of Foreign Affairs of Kazakhstan emphasized that due to the political will of the heads of state over the past year, Kazakh-Armenian relations have been brought to a qualitatively new level. The Joint Statement adopted in 2024 by the President of Kazakhstan Kassym-Jomart Tokayev and the Prime Minister of Armenia Nikol Pashinyan reflected the mutual desire for further rapprochement of the two countries.In this regard, the foreign ministers reviewed in detail the implementation of the agreements reached at the highest level.“Armenia is a reliable political, trade and economic partner of Kazakhstan in the South Caucasus, and Kazakh-Armenian relations are developing progressively, without any problems, with a constructive approach and readiness to take into account each other’s interests. I express readiness for the closest cooperation for the realization of all agreements for the benefit of the two peoples,” Minister Nurtleu said.Special attention was paid to further expansion of cooperation in trade and economic sphere. In this context, the leading coordinating role of the Intergovernmental Commission on Economic Cooperation was emphasized, the next meeting of which was proposed to be held in the near future.The participation of business circles of the two countries in the development of business ties was stressed. As of today, more than 100 enterprises with participation of Kazakhstani capital are registered in Armenia, and more than 430 Armenian companies are registered in Kazakhstan.Armenian Foreign Minister Mirzoyan emphasized that “last year was an important milestone in the history of bilateral relations between our states.” He noted the richness of highest and high-level visits, as well as numerous joint events, which gave the necessary impetus to the interaction in various spheres. “Our states are united in striving to strengthen sovereignty and independence, as well as to increase transit potential and modernize national economies. All this creates a solid basis for expanding partnership interaction. Yerevan and Astana often adhere to coinciding or similar positions on key issues on the international and regional agenda,” Mirzoyan added.The sides agreed to promote further strengthening of investment ties. The total volume of Kazakhstan’s capital investments in the Armenian economy exceeds 56 million US dollars.Promising opportunities for expanding cooperation in the digital sphere were noted. There are reserves for increasing it on the platform of Astana International Financial Center. The Center has already registered 10 companies from Armenia working in the sphere of digital technologies, financial services and insurance.The ministers agreed to make common efforts in order to identify new opportunities in the spheres of agriculture, transportation and logistics.The substantive agenda of cultural and humanitarian cooperation was emphasized. Last year Days of Culture of Armenia in Kazakhstan were held with the participation of the heads of state. This year, the Days of Culture of Kazakhstan in Armenia will continue the positive practice of cultural exchange.Cooperation in the field of higher education is filled with practical content. On waste management issues 05.04.2025
The Government meeting chaired by Prime Minister Olzhas Bektenov considered the issues of municipal and industrial waste management. The region's akim Nurlybek Nalibayev took part in the meeting via videoconference.There are 24 business entities in the region that manage municipal and industrial waste. Last year, 91 thousand tons of 303 thousand tons of municipal waste were recycled, and 107 thousand tons of 135 thousand tons of industrial waste were recycled. In accordance with the instruction of the Head of State on the construction of solid municipal waste processing plants in large cities of the republic, joint work is currently underway with Zhasyl Damu JSC. In the field of solid municipal waste management, it is planned to implement nine projects with a total cost of more than KZT 42.5 billion.Three projects worth KZT 41.2 billion are currently being implemented in the regional center, and engineering infrastructure has been installed. Construction of a plant for sorting, processing and recycling of household waste using South Korean technology worth over KZT 9.5 billion has begun. The plant plans to sort 300 thousand tons of waste per year and generate electricity by burning the remaining waste. In May of this year, it is planned to implement a project for the production of glass containers. It will produce 220 thousand bottles per year. Broken glass from all over the republic will be used as raw material at the plant. From March 24 to 27, Kyzylorda region Art Days are being held in Finland, Estonia and Spain as part of the Nauryz celebration. The first concert in Europe was held in Helsinki (Finland) under the name "Nauryz - celebration of spring".The event was opened by the Ambassador of Kazakhstan to Finland Azamat Abdraimov, who expressed gratitude to Nurlybek Nalibayev for his support. The concert was attended by about 500 spectators, including diplomats from 10 European countries, members of the Kazakh diaspora, students and residents of Finland.Traditional Kazakh music and art were presented by the Kyzylorda Philharmonic, and the program began with the performance of "Zharapazan". Today, Akim of the NKR Gauez Nurmukhambetov conducted aerial visual monitoring of areas prone to flooding in order to assess the current situation from the air. The flight took place along the Yesil River, covering the Shal Akyn, Musirepov, Aiyrtau and Timiryazev districts, as well as along the Shagalaly River and the Shagalaly reservoir, affecting the Taiynshina, Akzhar and Ualikhanov districts.The Head of the Department of Emergency Situations for the North Kazakhstan region Zhomart Askarov, Akim of the Taiynsha district Berik Alzhanov and Akim of the G. Musirepov district Ruslan Anbayev spoke about the current flood situation. "Due to stable positive temperatures, a significant part of the snow cover in the fields has already melted, but in some areas the threat from meltwater still remains. There are no ice jams on the rivers, preventive blasting operations were carried out. Temporary overflows on the roads were also noted," the head of the region wrote on social networks.Particularly dangerous is the water arriving along the bed of the Yesil River. At the Sergeyev hydroelectric complex, the overflow level over the crest is 81 cm, with a tendency to moderate growth. The 2024 record is 425 cm.
