Arman Shakkaliyev and Wang Wentao discussed ways to double trade turnover between Kazakhstan and China by 2030 21.08.2025
 On August 20 this year, a meeting was held in Beijing between the Minister of Trade and Integration of the Republic of Kazakhstan Arman Shakkaliyev and the Minister of Commerce of the People's Republic of China Wang Wentao.The talks were held in the spirit of friendly and meaningful dialogue and were aimed at implementing the agreements reached by the President of Kazakhstan Kassym-Jomart Tokayev and the Chairman of the People's Republic of China Xi Jinping at the Second Central Asia-China Summit. The ministers confirmed the high level of comprehensive strategic cooperation based on the special relations of the leaders of the states.It is the trust and personal contacts of Kassym-Jomart Tokayev and Xi Jinping that serve as the driving force for further strengthening of the "eternal comprehensive strategic partnership" and give new impetus to deepening trade and economic ties.Wang Wentao emphasized that the dynamics of trade indicate a steady growth: in 2024, trade turnover reached 43.8 billion US dollars, which is 9.2% higher than the previous year, and for the first half of 2025 it amounted to 21.8 billion dollars. These figures confirm the feasibility of the set task - to double mutual trade turnover by 2030.Arman Shakkaliyev noted that in order to achieve this goal, the Joint Action Plan and the Roadmap for the Development of Border Trade are being implemented within the framework of the One Belt - One Road initiative. This will significantly strengthen both the transit potential of Kazakhstan and give a new impetus to the interconnectedness of the economies of the two countries.A separate block of negotiations was devoted to the promotion of Kazakhstan's non-resource exports and products with high added value. Arman Shakkaliyev declared his readiness to focus on developing processing and creating goods with high added value with subsequent export to China on the principle of "invest and sell".The parties also paid attention to the issues of digitalization of customs procedures, development of e-commerce and joint work to remove barriers within the WTO. Kazakhstan proposed further expansion of national pavilions of the Republic of Kazakhstan on the largest Chinese online platforms, emphasizing the success in implementing the memorandum of cooperation in the field of e-commerce signed between the Ministry of Trade and Integration of the Republic of Kazakhstan and the Ministry of Commerce of the People's Republic of China within the framework of the second Central Asia - China Summit. Thanks to this agreement, e-commerce with China has reached a new level, the desire of both parties to expand mutually beneficial partnership has been consolidated and favorable conditions have been created in the field of logistics, investment and exchange of experience in e-commerce.The prospects for attracting Chinese investment in the real sector of the economy of Kazakhstan were also discussed. The Kazakh side proposed to consider the issue of reducing import duties to China on Kazakh goods, and also emphasized the advisability of creating projects for deep processing of raw materials in the territory of Kazakhstan with the participation of Chinese capital.Particular emphasis was placed on the regionalization of cooperation, which was supported by the Chinese side. Thus, since the beginning of 2024, Kazakhstan has conducted 6 trade missions to Nanjing, Chengdu, Urumqi, Xi'an, Chongqing and Guangzhou, establishing close contacts with businesses and administrations of the provinces of Jiangsu, Sichuan, Hunan, Shandong, Shaanxi and Guangdong. The Minister of Commerce of the PRC supported this approach and proposed to continue regionalization in the future.The Minister of Trade of the Republic of Kazakhstan Arman Shakkaliyev announced plans to expand the network of trade missions of Kazakhstan in other key regions of China. An important part of the agenda was Kazakhstan's participation in the largest Chinese exhibitions - CIIE in Shanghai, CIFTIS in Beijing and "EXPO China - Eurasia" in Urumqi, which provide unique opportunities for promoting domestic products and establishing direct B2B contacts. What does the new tax code give businesses 20.08.2025
The new Tax Code introduces a number of significant changes that directly affect both businesses and citizens. Therefore, it is especially important to ensure that they are properly understood and applied. To this end, the Ministry of Finance of the Republic of Kazakhstan has been conducting a large-scale information campaign since August 1 to explain the main provisions of the document in all regions of the country, which will end on September 24.The information campaign is carried out with the support of akimats and the National Chamber of Entrepreneurs "Atameken". Aktobe region became the ninth region where explanatory meetings were held. The region is an industrial region of the country with a rich mineral resource base. On August 20, 2025, the Ethics Commissioner of the Ministry, together with the Legal Department, held a seminar on the topic of "Behavior in official relations and outside working hours, activities incompatible with the performance of state functions, anti-corruption prevention."  The event discussed key issues of strengthening official ethics, creating a trusting atmosphere in the team, as well as the importance of the personal example of managers. Particular attention was paid to issues of compliance with labor discipline: strict adherence to the working hours regime, inadmissibility of being late and leaving before the end of the working day, as well as the fact that work outside working hours is possible only with the official permission of the management. In addition, the participants were reminded of the strict ban on smoking in government buildings and non-designated places, which is associated not only with health protection, but also with the image of the civil service. Economic growth and exports: how Kazakhstan used 10 years in the WTO 19.08.2025
In 2025, it will be 10 years since the Republic of Kazakhstan joined the World Trade Organization. During this time, the country has established itself as an active and responsible participant in the international trading system.Kazakhstan's foreign trade volume increased from $76.5 billion in 2015 to $134.7 billion in 2024. Exports increased from $45.8 billion to $77.6 billion. Today, about 98 percent of Kazakhstan's foreign trade is carried out with WTO member countries.Kazakhstan's participation in the WTO has also contributed to the growth of the country's investment attractiveness. Foreign direct investment increased from $4.1 billion in 2015 to $12.7 billion in 2024. This was made possible by the consistent implementation of a policy of transparency and predictability in business regulation.A significant milestone for Kazakhstan was the chairmanship of the 12th WTO Ministerial Conference in Geneva in 2022. This event is recognized as one of the most successful in the history of WTO conferences. Following the conference, more than ten key decisions were made that contribute to the development of world trade.In September 2024, the First Trade Policy Review of Kazakhstan was held in Geneva. Following its results, WTO member countries highly appreciated Kazakhstan's efforts to reform trade policy. In particular, simplification of procedures, increased transparency, diversification of the economy and contribution to strengthening the stability of the global trading system were noted.Membership of the Republic of Kazakhstan in the WTO provides the country with access to a dispute resolution mechanism, which allows it to effectively protect national economic interests and prevent the introduction of unilateral trade restrictions. Due to this, other states consider Kazakhstan as a WTO member and apply appropriate procedures within the framework of the multilateral system, rather than unilateral measures.Significant changes were made in the field of customs administration. As part of the implementation of the WTO Agreement on Trade Facilitation, Kazakhstan has introduced electronic declaration, the Single Window system and switched to automatic data processing. The new model of customs posts and the principle of post-control have reduced the time for completing procedures from two days to 20 minutes.WTO membership has become an important factor in the modernization of Kazakhstan's economic policy. On August 15, 2025, a meeting on combating the illegal import of chicken eggs and their sale on the domestic market was held under the chairmanship of Aidar Abildabekov, Vice-Minister of Trade and Integration of the Republic of Kazakhstan.The meeting was attended by representatives of the Ministry of Agriculture of the Republic of Kazakhstan, the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan, the Committee for Veterinary Control and Supervision of the Ministry of Agriculture of the Republic of Kazakhstan, the Committee for Sanitary and Epidemiological Control of the Ministry of Health of the Republic of Kazakhstan, the Committee for Technical Regulation and Metrology and the Trade Committee, as well as territorial divisions of the above structures and the Departments of Trade and Consumer Protection of the Ministry of Trade and Integration of the Republic of Kazakhstan.The meeting discussed the development of effective and prompt mechanisms for responding to cases of illegal import of products, strengthening border controls, and preventing violations in the sale of chicken eggs on the domestic market.In order to ensure the protection of the domestic market, authorized government agencies are implementing a set of systemic measures. As a result of interaction with the Union of Poultry Farmers, about six cases of suspected illegal import of chicken eggs intended for sale on the domestic market were identified. Based on the results of the work carried out, measures were taken in accordance with the norms of the current legislation in three cases, verification activities are currently ongoing in one case, and violations were not confirmed in two cases.“Illegal import of chicken eggs poses a direct threat to food security, distorts the competitive environment and undermines confidence in the measures taken by the state,” noted Vice Minister of Trade and Integration of the Republic of Kazakhstan Aidar Abildabekov.On February 17 of this year, the Ministry of Trade and Integration, together with the Ministry of Agriculture, the Union of Poultry Farmers, the Industry Association of Egg Producers and the Union of Retail Networks, signed a Memorandum of Cooperation, providing for coordinated actions to stabilize prices for chicken eggs.As part of efforts to protect the domestic market and support domestic producers, a ban on the import of chicken eggs into the territory of the Republic of Kazakhstan for a period of 6 months was introduced on April 4 this year. This ban was approved by the Order of the Minister of Agriculture.Following the meeting, a common understanding was reached on the need for further coordinated work and strengthening interdepartmental cooperation. EAEU countries simplify passage of heavy vehicles 19.08.2025
The member states of the Eurasian Economic Union have begun working together to simplify the procedure for processing and issuing special permits for the passage of heavy and large-sized vehicles during international road transport along roads included in the list of Eurasian transport corridors and routes.Recall that on December 29, 2024, at a meeting of the Board of the Eurasian Economic Commission, an Action Plan was approved to harmonize the procedures for processing and issuing special permits for the passage of heavy and large-sized vehicles along Eurasian transport corridors (Order of the Board of the EEC dated December 23, 2024 No. 214).The adopted plan provides for the implementation of 5 key areas:- determining the maximum possible agreed terms for issuing special permits;- determining the maximum possible agreed terms for early (before the planned start date of the trip) submission of an application;- determining the validity period of a special permit;- determining a standard application form;- convergence of requirements for the minimum list of information and documents submitted to obtain a special permit.The implementation of these measures is aimed at simplifying and accelerating the process of obtaining special permits, making it more transparent, predictable and convenient for participants in international transportation.Thus, establishing clear deadlines for registration allows carriers of the EAEU countries to plan routes in advance and avoid protracted waits. A simplified application format with a minimum amount of mandatory information reduces the administrative burden and facilitates faster submission of documents.For example, today the parties have agreed on the following deadlines for issuing special permits:- if there is no need to coordinate the route - within 24 hours of working time; - if it is necessary to coordinate the route - within 10 working days;- in the event of an emergency - within 3 hours. The validity period of a special permit is no more than 135 calendar days.Thus, work in this direction continues and, based on the results, the relevant recommendations of the EEC Board will be adopted.Overall, the decisions taken are another step towards the formation of a single transport space of the EAEU, which will support business, simplify international transportation procedures and strengthen economic ties between the EAEU countries.Source : https://www.gov.kz/memleket/entities/mti/press/news/details/1053231?lang=kk

Комитет по регулированию естественных монополий Министерства национальной экономики РК завершил работу по перерасчету стоимости услуг теплоснабжения для потребителей, не имеющих приборов учета тепловой энергии. Эта работа проведена в соответствии с законодательством, которое обязывает субъектов естественных монополий корректировать начисления за тепло в зависимости от фактической температуры наружного воздуха.По итогам перерасчета гражданам будет возвращено более 1 554,7 млн тенге (с учетом НДС). Средства будут отражены в лицевых счетах отдельной строкой - в виде аванса (сальдо) в новом отопительном сезоне 2024-2025 годов либо за календарный год до конца 2025 года.Возврат средств затронет все регионы страны. В частности, потребителям в Астане будет возвращено 224,5 млн тг, в Алматы - 74,2 млн тг, в Карагандинской области - 457,0 млн тг, в Восточно-Казахстанской области - 257,2 млн тг, в Мангистауской области - 176,7 млн тг, в Костанайской области - 106,9 млн тг, в Северо-Казахстанской области - 74,8 млн тг, в Акмолинской области - 44,3 млн тг, в Павлодарской области - 34,8 млн тг, в Кызылординской области - 23,9 млн тг, в Актюбинской области - 24,1 млн тг, в Жамбылской области - 21,4 млн тг, в области Абай - 19,9 млн тг, в Атырауской области - 11,0 млн тг, в Западно-Казахстанской области - 3,4 млн тг, в Алматинской области - 0,5 млн тг, в Туркестанской области - 0,1 млн тг, а в Жетісу - 0,03 млн тг.Для потребителей Шымкента и области Ұлытау корректировка начислений не предусмотрена, поскольку стоимость регулируемой услуги была сформирована с учетом фактической температуры наружного воздуха. Необходимо отметить, что в Астане перерасчет осуществлялся ежемесячно в течение всего отопительного сезона, что позволило более точно учитывать изменения температуры и отражать реальные объемы потребленного тепла. Таким образом, проведенная работа обеспечивает прозрачность тарифов и справедливость расчетов для потребителей по всей стране.
