Kazakhstan Presented the Results of National Reports on Human Rights to the Diplomatic Corps 15.10.2025
Astana, October 14, 2025 – The Ministry of Foreign Affairs of the Republic of Kazakhstan presented the outcomes of its review of national reports on the implementation of commitments under the Universal Periodic Review of the UN Human Rights Council and the International Covenant on Civil and Political Rights. Representatives from over 50 diplomatic missions and 12 international organizations participated in the event.The keynote addresses were delivered by Botagoz Zhakselekova, Vice Minister of Justice of the Republic of Kazakhstan, and Didar Temenov, Director of the Department of Multilateral Cooperation of the Ministry of Foreign Affairs of the Republic of Kazakhstan.B.Zhakselekova provided a detailed overview of comprehensive changes in legislation and law enforcement practices, including simplifying the registration procedure for political parties, introducing a 30% quota for women, youth, and persons with disabilities in elected bodies, expanding the powers and strengthening the independence of the Ombudsman, adopting a law on peaceful assemblies, launching the petition system, as well as strengthening penalties for domestic violence and measures to combat torture and human trafficking.During the briefing D. Temenov expressed gratitude to the representatives of UN member states for their support of Kazakhstan's political and democratic reforms. He particularly recalled the opinion of UN Human Rights Committee experts noting the positive changes in the country's human rights legislation and measures to improve human rights institutions. The Kazakh diplomat also praised the high level of cooperation with the UN and the OSCE in this area.Acting UN Resident Coordinator in Kazakhstan/Director of the World Health Organization Country Office Skender Syla and Head of the OSCE Programme Office in Astana Alexey Rogov confirmed their readiness for further engagement with Kazakhstan in the promotion and protection of human rights.Participants expressed interest in the information on Kazakhstan's plans to implement the recommendations received following the defense of these reports and noted the importance of continuing Kazakhstan's constructive dialogue with international human rights mechanisms.On January 23, 2025, during the 48th session of the Working Group of the Universal Periodic Review of the UN Human Rights Council, Kazakhstan's Fourth Periodic Report on the implementation of its human rights obligations and recommendations received in the previous review was presented. Delegations from over 100 states participated in the discussion, expressing their full support for the measures taken to implement democratic reforms and welcoming the adoption of concrete steps to strengthen fundamental human rights and freedoms in Kazakhstan.On June 25, 2025, during the 144th session of the UN Human Rights Committee, Kazakhstan's Third Periodic Report on the implementation of its obligations under the International Covenant on Civil and Political Rights was presented. On the posting of the draft resolution 15.10.2025
On June 27, 2025, the Economic Partnership Agreement was signed between the Eurasian Economic Union and its member states, on the one hand, and the United Arab Emirates, on the other. The agreement provides for a mutual reduction or elimination of import customs duties on a significant number of goods. Essentially, it is a classic, full-fledged free trade agreement with additional provisions for developing industry cooperation, enhancing interaction between small and medium-sized businesses, e-commerce, and other areas. The briefing was dedicated to the outcomes of Kazakhstan’s national reports under the Universal Periodic Review (UPR) and the International Covenant on Civil and Political Rights (ICCPR).Vice Minister of Justice Botagoz Zhakselekova provided information on the successful presentation by the Republic of Kazakhstan of its two national reports at the UN platform. Our colleague began his career as a rank-and-file police officer and rose to senior management positions. He is one of those citizens who has consistently advanced through the ranks. He worked productively in our region for six years, and the department achieved significant results.Head of State Kassym-Jomart Kemelevich said: «We must improve the penal system as much as possible. The primary goal is not to isolate prisoners from society. Appropriate educational work is crucial. We must implement advanced methods that instill in them the values of law and order and facilitate their return to normal life».Thanks to the systematic work carried out in our region, the proportion of those serving sentences involved in labor has increased by 68 percent in recent years. Eighteen production workshops have been launched at Penitentiary No. 60, and more than 400 inmates have been employed and reintegrated into society.Extensive work has been carried out in conjunction with local executive authorities to improve the infrastructure of the penal system. Ninety-seven electronic doors have been installed at Facility No. 60, costing 91 million tenge, and the outpatient clinic building at Facility No. 68 is undergoing major renovations at a cost of 171 million tenge. To improve the efficiency of the probation service, a server system costing 39 million tenge was installed at the local budget, and 176 smart bracelets were purchased at a cost of 34 million tenge. Large-scale fairs in Kazakhstan ensure stable prices for essential products 15.10.2025
Last weekend, agricultural fairs were held across the country. Ninety-five venues were organized across all regions of Kazakhstan, where over 1,400 domestic agricultural producers presented their products. The key feature of these fairs is the sale of socially important food products directly from farmers, without intermediaries or markups.Beef was the most popular product among buyers. A total of approximately 170 tons were sold across the country. The capital led the sales volume, with residents purchasing approximately 60 tons of meat at prices ranging from 3,100 to 3,500 tenge per kilogram. In Almaty, 25 tons of beef were sold at prices ranging from 3,100 to 4,000 tenge. Prices were significantly lower in the regions. In the West Kazakhstan region, beef sold for 2,500 to 2,800 tenge per kilogram, in the Kyzylorda and Turkestan regions for 2,500 tenge, in Pavlodar from 2,300 to 2,600 tenge, and in North Kazakhstan from 2,700 to 3,200 tenge per kilogram.Potatoes were also in high demand. Over 400 tons were sold throughout the country. Depending on the region, prices ranged from 100 to 230 tenge per kilogram.Agricultural fairs will continue. About 1,700 fairs are planned for the fourth quarter. They will be held on Saturdays and Sundays, as well as on all public holidays. Participation remains free for domestic producers, and trading spaces are provided free of charge.Agricultural fairs remain an effective tool for supporting farmers and keeping prices down. A seminar on copyright issues was held in Washington 15.10.2025
On September 15-19 in Washington (USA) the World Intellectual Property Organization, together with the United States Copyright Office, organized an international seminar on copyright. Ilyas Kabdulin, Head of the Copyright Department of the Intellectual Property Rights Committee of the Ministry of Justice, took part in the seminar from the Republic of Kazakhstan.The event was also attended by representatives of state agencies in the field of intellectual property from developing countries such as Bangladesh, Botswana, Egypt, Cambodia, Kenya, Malawi, Morocco, the Maldives, Nepal, Nigeria, Paraguay, Suriname, St. Kitts and Nevis, Ukraine, the Philippines, Ecuador, and Jamaica. The regional capital's main streets—the entrance road from the Shieli District, Yassaui, and Zhappasbay Batyr Avenues—have been widened to four lanes.Today, the second phase of 25th Anniversary of Independence Avenue was completed and is being handed over for the benefit of the people.A four-lane road, 27.3 kilometers long, has been built from the new Korkyt Ata Airport terminal to the Gagarin Bridge.Three bridges over the Syzdyk, Zhanadariya, and Shirkeyli canals along the road were reconstructed and widened to four lanes.23 billion 962 million tenge was allocated from the budget for these purposes.Road development will make life in the city significantly more comfortable and safer, facilitating unimpeded traffic flow.On behalf of the residents of Kyzylorda, I express my sincere gratitude to UAD LLC for the high-quality and timely completion of the construction work.May our unity always be strong and our harmony blessed! Today, the World Expo 2025 Osaka concludes. The main event for participating countries took place yesterday, October 12. On that day, the EXPO Awards ceremony summarized the results of the exhibition, where the Kazakhstan pavilion took first place in the main Theme Development category – "Exposure to the Exhibition Theme" – among small pavilions of the "C" category. More than 90 countries are represented in this category. The country's exhibit received high recognition for its original and meaningful presentation of the EXPO 2025 Osaka theme.Since the opening of the World Expo, the Kazakhstan pavilion has enjoyed great popularity not only among Japanese citizens but also among tourists from around the world.One of the most visited venues, featuring informative and engaging content about the culture, traditions, history, investment, economic, and innovative development of Kazakhstan, as well as achievements in digitalization, technology, and sustainable development, has attracted increased interest from Japanese and international media, dedicating a series of publications to it. Regional Akim Nurlybek Nalibayev participated in a tree planting event as part of the «Taza Kazakhstan» environmental campaign, which took place in the renovated Korkyt Ata Park. Members of the Senate of the Parliament of the Republic of Kazakhstan, intellectuals, elders, and city residents attended the event.The park, which features a monument dedicated to the 1,300th anniversary of the book «Korkyt Ata», opened in 2002. Today, it has been completely transformed and has become a comfortable place for children to relax, walk, and play.The landscaping project covered an area of 38,828 square meters. Of this, 1,826 square meters is construction land, 13,430 square meters are paved, and 23,572 square meters are landscaped.The park features modern fountains, sports and children's playgrounds, walking paths, and lighting. Benches have also been installed, and a landscaping and irrigation system has been installed for visitors to enjoy. As part of the nationwide environmental campaign «Taza Kazakhstan», mass cleanups and tree plantings were organized in all settlements of the region.During the event, squares and alleys, parks and streets, areas adjacent to the railway, bodies of water, and the shoulders of national and regional highways were cleaned.In total, approximately 20,000 people participated in the environmental campaign, including intellectuals, volunteers, environmental activists, and employees of non-governmental organizations, businesses, and institutions. A meeting chaired by regional akim Nurlybek Nalibayev was held to discuss the development of agroeconomics and agricultural science, which are among the key areas of the President's Address. The event was attended by maslikhat deputies, heads of departments and territorial agencies, scientists, representatives of business entities, and, via online communication, the akims of Kyzylorda and all districts.The regional akim gave specific instructions to industry leaders on the high-quality and timely implementation of the objectives outlined in the Address.He emphasized that the President, in his Address, noted the impossibility of long-term and intensive development of the agro-industrial complex without the accelerated development of agricultural science. Particular attention was paid to the digitalization of the agricultural sector and the improvement of agricultural science, and five objectives were identified: the introduction of new approaches, modern technologies and digital solutions, artificial intelligence in agriculture, increased productivity and processing, technological modernization, the development of science and research, and the provision of financial support.It was noted that the widespread use of digital technologies in the agricultural sector and work towards advanced processing require special attention. It is essential to explain to business entities the effectiveness of scientific development and the application of digital technologies.The Akim instructed that support be given to research projects aimed at improving the sector, facilitating their implementation, and considering the introduction of new digitalization initiatives into production. He emphasized the importance of intensifying the work of the Ibrai Zhakhayev Rice Research Institute, training qualified specialists in science, and engaging graduates of educational institutions in the field.It was noted that justifying the President's trust is a shared goal, and therefore work in this area must be systematic and effective. Nurlybek Mashbekovich stated that the implementation of all these instructions will be closely monitored and called for joint and responsible implementation of the assigned tasks.Thanks to annual state funding, agricultural production over the past eight months amounted to 66 billion 900 million tenge, a 2.5 percent increase compared to the same period last year. Food processing volumes increased by 16 percent.At the meeting, Talgat Duisebayev, head of the regional department of agriculture and land relations, announced the phased optimization of rice crops and the introduction of crops that require less water.Sultanbek Tauipbayev, director of the I. Zhakhayev Kazakh Rice Research Institute and chairman of the regional public council, spoke about the opportunities for intensive development of the agro-industrial complex through the accelerated development of agricultural science. Alibi Bekzhanov, chairman of the Er-Ali farm, shared his experience improving production efficiency through digitalization. As a result of the analysis and monitoring measures for the targeted use of funds allocated from the regional budget for social services in 2023-2025, approximately 100 billion tenge were saved. These melodies convey the breath of the mountains, the murmur of river water, and the rhythm of pastoral life.The Azerbaijani mugham group «Karabakh» amazed the audience with their performance of complex melodic patterns in the national style. The Kyrgyz komuz ensemble and Samat Kocherbayev performed «Aqaq», reviving the ancient musical heritage of the Turkic peoples. The Uzbek ensemble «Shashmaqom» and a group of dancers presented the finest examples of national art. The Almaty neo-ethno folk ensemble «Arqayim» performed «Tengir Azun», combining ancient motifs with modern approaches.The throat singing tradition of the ancient Turks is well preserved among the peoples of Tuva, where it is called «khoomei». The folk duo «Esh», which has preserved this ancient art, was also the festival's guest of honor.
