At a briefing held in the regional communications zone of the capital, the head of the Astana Education Department, Kasymkhan Sengaziev, noted the advantages of the voucher financing system, the official website of the Mayor's Office of the city reports.
The project of voucher financing of preschool education is being implemented throughout Kazakhstan. Against this background, the entire procedure is being completely reviewed, from queuing to paying for preschool services.
"Effective aspects of the voucher financing system: Firstly, parents who receive a voucher can get a place in any specified kindergarten. This gives parents freedom of choice and creates a powerful incentive to improve the quality of services to attract and retain kindergarten visitors. As a result, we achieve the principle of "justice". Secondly, the most important change is a rethought kindergarten assessment system. Parents will directly evaluate the quality of educational services. This eliminates subjectivity and increases the overall level of service. In addition, the project opens the doors to new market participants, creating healthy competition and significantly improving quality. Accordingly, this step leads to the principle of "quality". Thirdly, the functionality of local executive bodies for approving the volume of state orders for each kindergarten will be abolished and a full transition to voucher financing will be implemented, that is, funds will now be given to the child. If the child chooses another kindergarten and transfers, the voucher will be transferred to another kindergarten along with this child. This is how the principle of "openness" is achieved, - said the head of the Board.
Basic principles of voucher financing:
- those who are waiting in line for a place in kindergarten are now standing in line. according to travel packages.
- if the kindergarten is determined by the Department of Education, now the name of the kindergarten is chosen by the mother.
- if a state order has been approved for kindergarten, now the ticket follows the child.</ p>
