Starting in January 2025, preschool organizations in the capital will switch to voucher financing.This was announced by the head of the Astana City Education Department Kasymkhan Sengazyev at a briefing in the capital's communications service, the official website of the city akimat reports.
At the moment, the voucher financing project has been implemented in the cities of Taraz, Shymkent and Turkestan.
The head of the Moscow Department of Education named the main advantages of the voucher financing system:
1. Freedom of choice for parents. Parents who have received a voucher can choose any preschool from the List, which creates an incentive for kindergartens to improve the quality of services provided and attract and retain new customers. This contributes to the achievement of the principle of "justice".
2. Objective quality assessment. The revised approach to evaluating the work of kindergartens will allow parents to directly assess the quality of educational services, which eliminates subjectivity and increases the overall level of service. The project also opens the doors to new market participants, creating healthy competition and improving the quality of services, which corresponds to the principle of "quality".
3. Transparency of financing. The functionality of local executive bodies to approve the volume of the state order for each kindergarten will be abolished, and funds will be provided directly to the child. If the child chooses and transfers to another kindergarten, the voucher will follow him, which ensures the principle of "transparency".
In addition, Kasymkhan Sengaziev spoke about the basic principles of voucher financing.
"If a child used to stand in line for a place in kindergarten, now he gets in line for a voucher. Now the choice of kindergarten is also up to the parent. Previously, the state educational order was assigned to a kindergarten, but now the voucher follows the child," he explained.
It should be noted that the implementation of voucher financing in Astana will begin in January 2025.
In the voucher financing system, the queue is divided into 18 categories, depending on the age of the child and his social status. Each category will have its own queue.
The voucher is issued by iteration (repetition), and the queue is automatically updated twice a year.
