A traditional board meeting of the Ministry of Education of the Republic of Kazakhstan was held in Astana with the participation of pedagogical and parent associations, heads of regional education departments, subordinate organizations, experts and other employees of the industry.
Minister of Education Gani Beisembayev summed up the past year and identified priority areas for further improving the quality of education. He noted that the content of secondary education has been revised, and the values ​​​​included in the "Integrated Education" program have been included in the new draft of the Unified State Curriculum.
"Education is closely related to upbringing. On the instructions of the Head of State, the "Integrated Education" program, which includes six main projects aimed at forming and strengthening the value system in the younger generation, has been introduced in all educational organizations. The effectiveness of this work largely depends on class teachers. Therefore, it is important that it is carried out by qualified teachers with extensive experience. "Taking into account the conceptual foundations of the educational program, it is necessary to fundamentally reconsider the attitude of teachers to classroom management," said Gani Beisembayev.
The head of the department noted that our country has formed its own national system for assessing the quality of education. The Kazakh assessment tool of the BMQM has been recognized internationally by the RCEC Research and Certification Center, thus becoming the only country in Central Asia to have been accredited under the education quality assessment system.
"The ministry has revised the paradigm of professional development as a process of continuous professional development of a teacher. The entire procedure is automated on the national platform "Ustaz". This year, for the first time, it is planned to certify more than 88 thousand moderators and experts on the platform," the minister said.
In 2024, two teachers were awarded the title of "Labor Hero of Kazakhstan". This is a high assessment and respect for the work of our country's teachers, as well as a great deal of trust.
The Minister also expressed concern about the facts of violations of the Law of the Republic of Kazakhstan "On the Status of Teachers".
"The territorial departments for quality assurance in the field of education have registered 120 cases of violations of the law. In particular, in the city of Semey, the involvement of teachers in functions that were not theirs led to a tragic situation. I call on the leadership of the regions to take all necessary measures to strictly comply with the law," said Gani Beisembayev.
More than 7 thousand state schools operate in our country. Starting from 2023, the project "1000 Leaders of Changes in Education" is being implemented to train managers of a new format. 583 candidates have already been accepted into the republican personnel reserve.
Ensuring the safety of children remains the main task of the ministry. In 2024, amendments were made to the law that strengthen responsibility for violence against minors and are aimed at supporting the family. The powers of the Committee on the Rights of the Child have also been expanded. In January of this year, Kazakhstan's reforms in this area were highly appreciated by the UN.
“We will continue to develop inclusive and special education. We plan to ensure 100% access to psychological and pedagogical support by 2025. The transformation of the National Scientific and Practical Center “Bobek” and the National Center for Inclusive Education has begun. In October, Kazakhstan will host the World Congress on Inclusion for the first time,” the head of the department noted.
To reduce the gap in the quality of education, the “Rural School - Quality Platform” project is being implemented between urban and rural schools. It is aimed at modernizing the material and technical base, providing high-speed Internet, and improving the quality of teaching.
“2024 was an important milestone for the educational infrastructure. For the first time in the history of independence, a record number of schools were built. In 2023, 165 schools were put into operation, in 2024, 257 schools were built, 105 of which were built within the framework of the “Cozy School” national project. For their effective management, the Ministry has developed a unified system,” Gani Beisembayev noted.
Digitalization and automation of processes are an important part of the modern educational environment. The Ministry has launched the “SMART EDUCATION” project. It creates a unified ecosystem of digital education, improves the quality of education, and facilitates access to educational resources and services for all participants in the educational process.
The share of schools with high-quality Internet access due to the introduction of Starlink terminals has increased from 19% in 2022 to 95% in 2024, that is, by 3 times.
“Since the beginning of the year, we have begun to distribute voucher financing for preschool organizations to the regions. The heads of education departments must create conditions for the timely and high-quality introduction of voucher financing in the regions. "Integration with the national education database will ensure a rapid transition to a new funding model," the minister said.
In his Address to the People of Kazakhstan, the Head of State set the task of transforming technical and vocational education. Since last year, the ministry, together with the akimats, has been conducting a full inventory of colleges. Taking into account all industrial projects and employment maps of the region, profile areas for training personnel have been identified.
In conclusion, the minister focused on working with citizens' applications. He noted that for teachers, their rights are protected, and objectivity and compliance with the law are important in making decisions regarding their activities.
