The Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan held a regular meeting of the Coordination Council for Social Protection of Persons with Disabilities (hereinafter referred to as the Coordination Council), during which the Concept of Inclusive Policy of the Republic of Kazakhstan until 2030 (hereinafter referred to as the Concept) was presented, as well as issues of licensing organizations providing special social services and new approaches to regulating sign language issues were considered.
The meeting was attended by deputies of the Parliament of the Republic of Kazakhstan, representatives of central state and local executive bodies, as well as non-governmental organizations.
During the event, Vice Minister of Labor and Social Protection of the Population Askarbek Ertayev announced that the implementation of 13 main areas within the framework of the Concept will begin this year: equality and non-discrimination; legal protection; increasing the level of social protection; inclusive labor market; health, habilitation and rehabilitation; inclusive education; involvement in public and political life; accessibility of a barrier-free environment and services; security in emergencies and climate hazards; personal and family life; cultural life, leisure and sports; educational work; monitoring and accounting.
“The action plan for the implementation of the concept provides for 52 measures. The responsible executors of these measures are sectoral ministries and local executive bodies,” Askarbek Yertayev noted.
Among the measures being implemented: developing standards for the development of a network of small-capacity homes and day care centers for children with disabilities, working out the issue of involving volunteer services in the process of providing special social services to people with disabilities, updating the rules for providing services for people with disabilities by car, Kazakhstan’s accession to the Marrakesh Treaty on Facilitating Access to Published Works for Blind and Visually Impaired Persons and Persons with Print Disabilities, other international human rights treaties, etc. There is a development of measures to create conditions.
Also, during the meeting of the Coordination Council, the issue of licensing organizations providing special social services (hereinafter referred to as SSS) in the field of social protection of the population, which began in Kazakhstan on January 1 of this year, was considered.
Licensing is one of the stages of modernizing the system of providing special social services provided by the Social Code of the Republic of Kazakhstan and is aimed at improving the quality of the SSS provided; ensuring the protection of the safety and rights of service recipients; establishing uniform standards for organizations providing SSS.
The participants were informed about the progress of work in this area by the Chairman of the Committee for Regulation and Control in the Field of Social Protection, Tolegen Ospankulov.
“As of February 6 of this year, 446 applications had been received, with a positive decision made on 249 applications. 197 applications were refused a license due to incomplete submission of a package of documents or non-compliance with qualification requirements. It should be noted that all organizations that received negative decisions can resubmit applications for licensing after matching the documents. "Statistics show that organizations that received a refusal will finalize the documentation, submit it for licensing and receive approval," Tolegen Ospankulov noted.
According to the speaker, the main reasons for the refusal are the non-compliance of medical centers with the established requirements:
- non-compliance with the types of medical licenses, staffing standards;
- lack of a fire safety act;
- non-compliance with the material and technical base;
- lack of documents confirming the provision of food to service recipients;
- non-compliance with the area of bedrooms;
- non-compliance with the requirements for accessibility for people with disabilities.
Also, during the meeting, new approaches to regulating sign language issues in Kazakhstan, as well as the work plan of the working group on "Accessible Transport", were considered.
