The expanded board meeting of the Ministry was held under the chairmanship of the Minister of Finance of the Republic of Kazakhstan, Madi Takiev, at which the results of the work carried out in 2024 were summarized and plans for 2025 were determined.
The board meeting discussed the implementation of the budget of the Republic of Kazakhstan for 2024, including the results of work on increasing the private revenue base. For example, the state budget revenue plan (excluding transfers) was implemented by 100.7%, or 21.5 trillion tenge was received into the budget instead of the planned 21.4 trillion tenge. The amount of the surplus accumulated is 142.4 billion tenge.
As Head of State Kassym-Jomart Tokayev said in his Address to the People of Kazakhstan “A Fair Kazakhstan: Law and Order, Economic Growth, Public Optimism”, it is necessary to establish order in inter-budgetary relations. “The decision to leave tax revenues from small and medium-sized businesses in the regions was correct and timely. This has given a significant impetus to the development of entrepreneurship and increased the autonomy of akims. In order to find sources of covering the budget deficit, the Government should develop rational compensation mechanisms,” the President said.
Therefore, this year, the functions of the Ministry's Treasury Committee in terms of liquidity management have been expanded, which opens up opportunities for more efficient use of budget funds.
Finance Minister Madi Takiyev noted that the Budget Code will be adopted this year and that it is important to effectively implement the norms of the code in everyday practice. For the full implementation of the document, the Ministry's departments must ensure the high-quality preparation of all necessary legislative acts, their timely adoption and support.
Another important task in 2025 is to implement digital transformation. Artificial intelligence, big data, and process automation will allow the central executive body to more effectively manage the state financial system, reduce risks, and increase transparency in administration. In this regard, Madi Tokeshovich instructed to approve one deputy chairman responsible for the introduction of artificial intelligence and digitalization in each committee of the Ministry.
“The Head of State Kassym-Jomart Tokayev noted the importance of attracting new tools. In this regard, our task is to offer state bodies alternative ways to implement projects. This requires even more intensive and coordinated work at all levels, including the introduction of new digital services and facilities, acceleration of the formation of new infrastructure, as well as ensuring an effective fiscal system. This especially applies to the State Revenue Committee, whose functions are expanding. For effective work, it is necessary to review the work structure, especially taking into account the creation of mobile teams and the transition of customs posts to a round-the-clock mode. In addition, in order to save the republican budget, it is necessary to comprehensively consider possible sources of financing, including budget credits, the PPP method, loans, STB funds and other mechanisms, ”concluded M. Takiyev.
