Flood prevention work in the regions

In various regions of the country, departments of the Ministry of Emergency Situations are carrying out preventive and engineering works to reduce the risk of flooding. Flood control measures are implemented within the framework of republican and regional programs.
The works carried out include the construction and strengthening of protective embankments and embankments, repair and construction of drainage systems, installation and replacement of water culverts under roads, as well as landscaping of canals and ditches. Along dangerous sections, work is being carried out to deepen and strengthen the banks, as well as to clean riverbeds.
A number of areas of the Akmola region were inspected as part of flood preparedness. Head of the Ministry of Emergency Situations Bakytzhan Alashov conducted an aerial survey of the territories of the Sandyktau, Zerendy and Bulandy districts aboard the KazaviaKutkaru aircraft of the Ministry of Emergency Situations. The situation on the Zhabai, Kairakty and Kylchaky rivers was checked. Based on the results of the monitoring, the condition of water bodies and the presence of snow cover were assessed. Instructions were given on the timely conduct of ice breaking and monitoring its thickness.
Visits to the districts continue as part of preparations for anti-flood measures. Deputy Head of the Emergency Situations Department Renat Valishanov visited the flood-prone Esil, Zhaksy, Atbasar and Zharkayn districts. He visited settlements, where measures are being taken to construct water drainage structures and build soil embankments. In addition, the combat readiness of the equipment and personnel of the Emergency Situations Department was checked.
In the Almaty region, work is being carried out to clear and remove snow, clean ditch and drainage systems and water drainage structures, raids are being held in settlements, and meetings with the population to familiarize themselves with the rules of action during floods. In preparation for the flood-prone period, work was carried out on the construction and repair of 77 km of ditch systems, installation and mechanical cleaning of 79 km of drainage channels, and work was carried out to strengthen and correct the channels of 12 km of flood-prone rivers. 270 units of water pipes under highways and 832 units under railways were cleaned, 16 tons of garbage were removed from riverbeds. In addition, 5 protective dams with a total length of 7.9 km were built in Raiymbek district and 2 highway bridges were built in Kegen district. 54,000 bags, 2,800 tons of inert materials, 86 tons of fuel oil and 52 food contracts were prepared.
In the period 2023-2024, the risk was completely eliminated in 7 of the 20 identified flood-prone areas in the region, and work is underway to reduce the risk of flooding in the remaining 13 areas as part of this year's flood-prevention work.
In addition, inspections were carried out in areas with a risk of flooding and landslides in Ili, Zhambyl and Balkhash districts. The inspection of flood-prone areas was carried out with the participation of the Deputy Akim of Almaty region A.Masabayev, the Head of the Regional Emergency Situations Department D.Orazbekov, representatives of akimats and specialized services. According to the results of the inspection, a set of priority measures was determined to reduce the risk of flooding.
An inspection of flood-prone areas was carried out in Astana. The Deputy Head of the Emergency Situations Department Madiyar Myrzageldiev, together with the Deputy Akim of the city Yerkin Utebayev, inspected flood-prone areas. Following the results of the working trip, recommendations were given to representatives of special services on the timely adoption of preventive measures aimed at ensuring the safe passage of floods. Also, the capital's rescuers conducted preventive measures with residents living in flood-prone areas. This visit was carried out in order to prevent flooding of private houses. During the raids, more than 100 pieces of informational materials of a recommendatory nature were distributed on the need for timely preparation for the flood period. In addition, together with employees of the local executive bodies of the "Saryarka" district and volunteers of the "Astana Zhastary" youth resource center, the yard areas of pensioners living alone were cleared of snow.
Akim of the East Kazakhstan region Yermek Kosherbayev and Head of the Emergency Situations Rashid Blyalov, together with specialists from the Department of Natural Resources and Nature Management, the "Eastern Reservoirs" KMC and the Kazhydromet branch in the East Kazakhstan region, conducted an aerial survey of river channels, GTPs and settlements at risk of flooding. Overall, monitoring showed that the hydrological situation is stable. District akims and interested state bodies were given appropriate instructions to intensify work in this direction.
Inspection of areas at risk of flooding continues in the Zhetysu region. A commission inspection of areas at risk of flooding is being carried out. According to Kazhydromet, the Koksu, Eskeldy, Kerbulak and Alakol districts are at high risk of flooding, where snow cover, soil freezing and moisture indicators are higher than last year's levels. Based on the results of the inspection, recommendations will be sent to local executive bodies on taking timely measures against flooding.
In the West Kazakhstan region, inspections were carried out in 5 flood-prone areas of the region. Chief specialist of the Emergency Situations Prevention Committee A. Akhmetov, together with the head of the Emergency Situations Prevention Department of the Ministry of Emergency Situations A. Eshmukhanov, visited Syrym, Karatobe, Shingyrlau, Borli and Terekty districts to check the readiness for the flood season. During the inspection, emergency response teams of district civil protection services and departments of the Ministry of Emergency Situations were inspected. In general, today, preparations for the flood season continue and are under special control.
Inspections of flood-prone areas and settlements continue in the Karaganda region. The head of the Ministry of Emergency Situations, together with the akim of the Nura district, made a working trip to a number of areas where anti-flood measures were taken. The route included settlements located along the Sherubai-Nura and Kundyzdy rivers. During the inspection, special attention was paid to the condition of the constructed protective embankments, the organization of snow removal from settlements, the preparation of material and technical means, and the readiness of engineering and water pumping equipment. The head of the department noted that most of the protective embankments were built using an economical method. Even the slightest filtering can lead to their destruction, so he recommended that the akims of rural districts monitor the situation around the clock during the flood period, deliver inert materials, bags, fuel and lubricants and food supplies to settlements in advance. He also noted the need to keep forces and equipment constantly ready.
The Pavlodar region's Emergency Situations Department continues to inspect flood-prone areas of the region. The department's management examined the settlements of Sholaksor, Baltasap, Zhalauly, Zholboldy, Zhambyl, Aktogay, Uspenka, Belousovka and Voznesenka of the Aktogay and Uspenka districts. During the inspection, the readiness of special and engineering equipment was checked. Motor pumps, bags, inert materials, as well as the local public awareness system were inspected. Special attention was paid to the issues of timely snow collection and removal in settlements. It is worth noting that in these areas, as part of preparation for the upcoming flood season, embankments were strengthened and expanded, and some sections of highways were repaired. The bottom of the Talinka River was deepened, water pipes and diversion channels were built. Based on the results of the inspection, appropriate recommendations were made to the district akims.
