From March 1, all preschool organizations in Karaganda region will switch to voucher financing

In Karaganda, representatives of the Financial Center and the Indigo portal are holding meetings with kindergarten leaders, explaining the features of the new voucher financing system. It is aimed at reducing corruption risks when distributing state orders and financing preschool organizations, as well as creating conditions for competition.
Eleman Ilyas, Director of the Budget Financing Department of the Financial Center JSC, explained that while there was a queue for a kindergarten seat before, now there will be a queue for a voucher. Parents choose a preschool institution, and then financing is provided.
So far, directors have many questions, but program operators are confident that it will show positive results in the future.
One of the advantages of the new system is that now parents can independently choose a suitable kindergarten and, if necessary, change it without waiting in line. Previously, the state order was attached to specific kindergartens, and the number of places allocated depended on the decision of the education department.
– In the current system, parents did not have the opportunity to freely move from one kindergarten to another. Now this process has been simplified, because the voucher is a state order, which is attached to a specific child and is implemented until the moment of refusal or cancellation, – explained Elaman Ilyas. – Wherever the child goes, the funding is sent there.
Now, any accredited kindergarten that meets the established standards can accept as many children as its capacity allows for state funding.
Voucher funding is carried out when the child actually arrives at the kindergarten and is confirmed by a monthly report card, including with parents. The voucher is also saved in case the child becomes ill or the parents request a leave of absence. However, if the child does not attend kindergarten for more than 40 days a year for no good reason, funding may be reconsidered.
To receive vouchers, parents apply through the information system and are divided into 21 categories, each of which has its own queue. The lists are updated once a year. If within two days of receiving the voucher, the parents confirm their intention to attend kindergarten, then within five working days it is necessary to collect all the documents and conclude an agreement with the institution. If there is no place in the kindergarten you want, you can choose a temporary option and leave your application on the waiting list.
The voucher financing project is already operating in the cities of Taraz, Shymkent, Uralsk and Turkestan. Since January, it has been operating in Astana. While the mechanism is being tested, the program developers continue to improve the system, taking into account all suggestions and making it as convenient and effective as possible for both parents and preschool institutions.
