First Vice Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan Akmadi Sarbasov spoke about the measures being implemented by the state in the field of youth employment at the youth forum "A Honest Man - Honest Work" of the Assembly of the People of Kazakhstan.
In his speech, the First Vice Minister noted that youth, being a reserve of intellectual, innovative and labor potential, can give a new impetus to the socio-economic development of the country.
Today, the share of economically active youth is 39% of the total labor force, or 3.8 million people, including 3.5 million employed youth.
"In accordance with the action plan for the Year of Working Professions, it is necessary to create new jobs, approve professional standards and new curricula for obtaining skills in demand in the labor market, strengthen interaction between employers, schools and colleges, develop a mentoring institute, hold job fairs and train students and vocational training students in job search and employment skills, create a safe workplace, "Also, measures are planned to improve the image of working professions," said Akmadi Sarbasov.
The Vice Minister noted that the total demand for personnel in the next 6 years is estimated at 1.6 million people, including more than half of workers with vocational and technical education, and about 400 thousand of them are working professions. Working personnel are most in demand in the transport, trade, industry and agriculture sectors.
"To ensure the quality of personnel training, 1.6 thousand professional standards for working professions have been updated. Based on them, 87% of educational programs have been updated.
To improve the quality of personnel training, a Digital Skills Bank has been created, which includes more than 12 thousand skills and competencies, which meets the requirements of the international labor market.
The "Career Compasses" project is being implemented to help choose a professional career and manage one's own career trajectory.
Vocational training and on-the-job training are actively developing at the request of employers. This year, about 12 thousand people will take such courses.
To develop practical skills for students, a functionality has been launched on the Electronic Labor Exchange that allows them to find a place for industrial practice.
Today, 643 courses are available on the online learning platform, more than 400 thousand have studied it,” said Akmadi Sarbasov.
The First Vice Minister noted that unemployed young people who have difficulties finding a job can receive support for employment based on their individual needs.
“If there is no work experience after completing their studies, youth internships are organized, which were attended by 33.3 thousand young people last year.
An important measure in partnership with employers is targeted support for NEET youth in overcoming obstacles to employment. For this, the “First Job” project is being implemented, within the framework of which 9.6 thousand people were employed in 2024.
For the career development of young people, the experience and skills of people approaching retirement age can be transferred to young specialists within the framework of the “Generation Contract” project,” the First Vice Minister said.
According to Akmadi Sarbasov, last year 287 thousand young people (236 thousand people were employed) were involved in active measures to promote employment, of which 150.6 thousand (136.9 thousand people were employed) were rural youth.
On the Skills.enbek.kz short-term training portal, 18.5 thousand young people were covered with online training in skills that are in demand in the labor market, of which 16.2 thousand people received certificates.
Under the “Bastau Business” project, 25.6 thousand young people were covered with training in the basics of entrepreneurship, of which 16.2 thousand received certificates.
For socially vulnerable groups of the population citizens belonging to the category of citizens are provided with state grants in the amount of 400 MCI to open their own business. Last year, 3.5 thousand young people received such grants.
Also, the Vice Minister informed the forum participants about projects implemented by other state bodies, such as "Diplommen aulga", "Aul amanati", "Aul - El besigi"
In addition, Akmadi Sarbasov spoke about the measures taken to regulate platform employment, which will allow us to ensure access to legal rights and social guarantees for more than 500 thousand of our citizens working on various Internet platforms.
In conclusion, Akmadi Sarbasov noted that the state policy in the field of youth employment is aimed at unlocking potential and creating conditions for its development.
