Violations were identified by the Committee for Quality Assurance in the Field of Education and its territorial departments during the monitoring of educational organizations.
As the audit showed since the beginning of 2024, 58 schools did not have a license for educational activities. To date, 17 of them have brought the requirements for educational activities into line. In relation to schools conducting unlicensed activities, court orders have been issued to award a fine under Article 463 of the Administrative Code of the Republic of Kazakhstan. They are mainly located in Astana and Almaty, Atyrau, Almaty, West Kazakhstan, Turkestan, Mangistau and Zhambyl regions.
"All schools, according to the Law of the Republic of Kazakhstan "On Education", must obtain a permit before starting educational activities. The lack of a license means that the school has not passed the compliance check or has not applied for a permit. The right to engage in educational activities arises for educational organizations from the moment they receive a license. If the school has not received a license within six months from the date of state registration, then it is subject to closure in court," Chairman of the committee Ernur Dauenov stressed.
The main requirements for obtaining a license include the availability of an appropriate material and technical base, qualified teaching staff, compliance with sanitary, epidemiological and fire safety standards, as well as the organization of medical care for students. Non-compliance with these requirements is the basis for administrative punishment and, in case of repeated violations, for suspension of the activities of an educational institution.
Recall that schools are under the jurisdiction of local executive bodies. Territorial departments have sent official letters to regional akimats and heads of education departments demanding that they take measures to eliminate violations.
