Projects on deep processing of grain were discussed in the Government

At a meeting in the Government, Deputy Prime Minister Serik Zhumangarin listened to the situation with the development of deep grain processing in Kazakhstan and investors implementing projects in this area.
Currently, there are three deep grain processing plants in Kazakhstan. 4 more projects are under implementation. Zharkent Starch Processing Plant LLP operates in Zhetisu (150 thousand tons of corn processing per year); Aziaagrofood LLP in Almaty region (60 thousand tons of corn – produces starch, molasses and starch syrups) and Biooperation LLP in North Kazakhstan region (250 thousand tons of wheat – produces starch, gluten, bioethanol, animal feed).
"In total, 111 thousand tons of starch products were produced in Kazakhstan in 2023. This is 27.7 thousand tons of corn starch, in 2022 this figure was 15.5 thousand tons; 21.1 thousand tons of wheat starch, in 2022 this figure was 19.7 thousand tons; molasses – 51.8 thousand tons, in 2022 this figure was 57.3 thousand tons; gluten – 10.1 thousand tons, in 2022 this figure it amounted to 10.7 thousand tons," Vice Minister of Agriculture Azat Sultanov informed.
In 2023, the volume of exports of processed grain products increased significantly: corn starch – 11.5 thousand tons (9.3 thousand tons in 2022), wheat starch – 15.7 thousand tons (10.6 thousand tons in 2022), gluten – 6.9 thousand tons (7.7 thousand tons in 2022), molasses – 19.4 thousand tons. tons (16 thousand tons in 2022). Imports last year amounted to 265 tons of wheat starch, 4.2 thousand tons of corn starch, 8.1 thousand tons of molasses, 76.1 tons of gluten.
Three more projects on deep processing of grain are planned to be implemented by 2028. Kazakhstan's Qostanai Grain Industry LLP has launched a project for deep grain processing in Kostanay region with an annual capacity of 415 thousand tons of grain. The company will produce lysine, gluten, bioethanol, and carbon dioxide. The commissioning period is 2027, 650 jobs will be created. In the Turkestan region, Kazkrahmal LLP plans to process corn for the production of starch products. The processing capacity is 100-150 thousand tons per year. The commissioning period is 2026. It is planned to create 500 jobs. The Turkish company Tiryaki Agro, together with the Qatari Hassad Food, has launched a project in Astana for deep processing of cereals with a capacity of 240 thousand tons per year. The final products in the form of starch, gluten, glucose-fructose syrup are planned to be exported to world markets. The commissioning period is 2026. It is planned to create 250 jobs.
It was noted that negotiations are underway and four more investment projects for deep processing of wheat and corn with a total capacity of more than 2 million tons per year are being worked out.
As Vice Minister Azat Sultanov assured, the volume of grain produced in Kazakhstan is enough to load all existing and new capacities.
Significant investment support is provided by the state to projects for deep processing of grain, and these are expensive enterprises of high technological complexity. These are investment subsidies for the construction and expansion of existing production facilities, cheaper interest rates for loans for fixed and working capital, and tax preferences.
Serik Zhumangarin listened to the heads of enterprises implementing projects for deep grain processing, stressing that all necessary support will be provided by the state. Taking into account the importance of timely implementation of each stage of the project, the Deputy Prime Minister instructed to hold meetings with project managers every month.
