Prague, September 10–11, 2026. Under the Chairpersonship of Switzerland, the concluding meeting of the 32^nd Economic and Environmental Forum (EEF) of the Organization for Security and Co-operation in Europe (OSCE) took place devoted to the topic "Strengthening security and stability in the OSCE region through the use of advanced technologies and science-based diplomacy". The Forum brought together representatives from OSCE participating states, international organizations, the expert community, academia, and the private sector to discuss modern approaches to ensuring economic and environmental security.

The Kazakh delegation headed by Ambassador Kairat Abdrakhmanov comprising representatives from the Permanent Mission of the Republic of Kazakhstan to the OSCE and the Embassy of the Republic of Kazakhstan to the Czech Republic actively participated in the Forum.

During plenary sessions and thematic discussions, participants examined issues such as the integration of strategic foresight technologies into public administration, the development of science diplomacy, the improvement of early warning mechanisms, the management of virtual assets, the enhancement of energy resilience, the application of artificial intelligence as well as other innovative solutions to strengthen security and stability across the OSCE area.

The delegation of Kazakhstan in a national statement reaffirmed its commitment to OSCE obligations within the economic and environmental dimension, pointing out that advanced technologies serve not only as a tool for risk mitigation, but also as an essential means of fostering trust and resilience in the region. The representative of Kazakhstan informed participants on the country’s strategic course toward digital development, including the designation of 2026 as the "Year of Digitalization and Artificial Intelligence" and highlighted the enshrining of this innovative path in the country's new Constitution, which entered into force on July 1, 2026.

Particular attention was paid to water-related issues. Kazakhstan called on OSCE participating States to support President Kassym-Jomart Tokayev’s initiative to establish an International Water Organization under the auspices of the UN, emphasizing that water scarcity poses one of the most acute threats to global security.

Regarding technological cooperation, the Kazakh delegation highlighted the need to enhance transport connectivity and the importance of modernizing the Trans-Caspian International Transport Route to significantly increase its capacity. In this context, interest was expressed in the continued implementation of OSCE projects aimed at creating digital platforms for the ports of Aktau and Kuryk.

In addition, Ms.Aliya Salimzhuarova, an independent expert in energy transition, investment and sustainable infrastructure in Central Asia and a member of the OSCE-supported Central Asian Women in Energy Network who was a keynote speaker at a panel session titled "Technology in Action: Strengthening Local Capacities and Opportunities" and at a side event focused on emerging trends in Central Asia’s critical minerals sector. In her remarks, she presented key research findings, including the role of critical minerals in the region's energy, economic and environmental security.

The Forum concluded with a call to further strengthen a comprehensive approach to security and to actively leverage cutting-edge technologies and science diplomacy to address future challenges.
