The role of rural akims should be increased in the implementation of the Auyl Amanaty project. In addition, it is necessary to help in the marketing of products produced by rural entrepreneurs and cooperatives.
This was discussed at a seminar meeting in the Karaganda regional branch of the Amanat party. Akim of the region Ermaganbet Bulekpayev and secretary of the Amanat party Eldar Zhumagaziev took part in it.
– The Auyl Amanaty project is aimed at increasing the incomes of rural residents. Since the beginning of its implementation in our region, 494 micro-loans totaling 3.8 billion tenge have been issued to support animal husbandry and business initiatives of villagers. This allowed the creation of 686 jobs and more than 60 agricultural cooperatives," said Ermaganbet Bulekpayev.
This year, additional funds have been received from the republican budget to further support the business initiatives of the villagers. Screening was conducted in 155 rural districts and specialization was determined for each. Based on the analysis, it is planned to create anchor cooperatives.
The problems were also discussed at the seminar-meeting. One of the limiting factors is the lack of a well–established product sales system. It is proposed to organize milk processing at the level of agricultural cooperatives themselves. Eldar Zhumagaziev cited the example of selling products through mobile wagons.
– The Head of State has set a clear task to increase the incomes of the population. This is a key indicator for rural and district akims," stressed the secretary of the Amanat party. – The potential is great. As the analysis showed, now most of the funds have been spent on the purchase of livestock. Starting next year, priority will be given to recycling. We want to reach a level where each rural akim will have his own development program, from which he will be able to reach the residents. This will be a vision in which direction to lead the rural economy in order to increase the tax base.
Another task is to ensure that support reaches the most needy families so that they can start their own business and have a stable income.
The project participants shared their successful experiences. For example, Nadezhda Yelikbayeva, a resident of the Abai district, received a loan of 4 million tenge and created her own greenhouse. This year she has a good harvest of vegetables, she was able to fully sell her products. In the future, he wants to build a vegetable storage and engage in processing. According to the entrepreneur, credit holidays for a year became a good support, which allowed us to enter production facilities.
The best rural entrepreneurs were awarded certificates.
And the exhibition showed not only products that are already being produced, but also existing projects. For example, Nurtilek Bektursynov from the Shet district wants to open his own shoe shop. He is a technologist by profession, with work experience. In his village of Kyzylkoi, he equipped a shoe repair shop with a grant from the akim of the district.
There are other business ideas. Aliya Begetayeva, a teacher from the Aktogay district, presented a project for the production of mummies from local raw materials obtained in the sacred area of Begaza.
