Compliance with and full implementation of the law on the safety of women and children is under the control of the National Commission

On November 28, 2024, at a meeting of the National Commission on Women's Affairs and Family and Demographic Policy under the President of the Republic of Kazakhstan, the issue of specialization of women investigators in investigating violent crimes against women and children, as well as the activities of internal affairs units to protect women from violence was considered.
"The President pays special attention to the protection of the interests of motherhood and childhood. This is a strategic task of the state. This year, the efforts of the National Commission are aimed at ensuring strict observance of the principle of "Law and order". The issue of improving the system of investigating crimes against women and children is under the control of the National Commission. Our task is to use the existing potential of female investigators to ensure compliance and full implementation of the law on the safety of women and children," said Aida Balayeva, Chairman of the National Commission, opening the meeting.
Deputy Minister of Internal Affairs Sanzhar Adilov and member of the National Commission, human rights defender Ayman Umarova spoke on the agenda.
The staffing of the special unit for the protection of women from violence in the structure of the Ministry of Internal Affairs has been increased to 256 units. 261 female investigators are involved in the investigation of violent sexual crimes against women and minors.
For the effective work of the created groups, Rules have been developed and approved, which define the organizational basis of activities, including the requirements for the exclusive investigation of these criminal cases by female investigators.
The units of the Ministry of Internal Affairs for the protection of women from violence have stopped 16 thousand violations this year, 91 thousand rowdies have been brought to administrative responsibility, 24 thousand of them have been arrested, which is 2.5 times higher than the figure for the same period last year. Mobile groups examined more than 33 thousand families and identified more than 1 thousand families in need of assistance.
The National Commission, together with the National Welfare Fund "Samruk-Kazyna", initiated the pilot project "One-Stop-Service"Bir Kadam". Within the framework of the project, more than 46 criminal cases have been considered this year, most of which are related to sexual abuse of children. 669 women and children who applied received emergency legal, psychological and expert assistance.
The project has shown its relevance and effectiveness. Over the current period of time, lawsuits have been filed within the framework of the project, on the basis of which criminal cases have been initiated for child abuse, rape, harassment, bullying, violence in prison, murder as a result of domestic violence.
The National Commission will continue to monitor law enforcement practices in the field of protecting the rights of women and children. The effectiveness of this work will directly depend on how successfully the coordinated work of law enforcement agencies, public organizations and concerned citizens will be built.
Following the meeting, the chairman of the National Commission, Aida Balayeva, gave a number of instructions to government agencies.
