55 multi-apartment residential buildings are currently being built in Karaganda, 48 of them have all permits, four housing and communal services have a full package of documents, but construction work has been suspended, one does not have a permit and two are long-term.

The list of housing complexes under construction by the Moscow Railways does not include housing complexes that have permission to raise funds from shareholders issued by the akimat, with the exception of the residential complex "Dream House" at 41b Shakhterov Ave., which has already been commissioned.
It is not prohibited by law to create housing and construction cooperatives (HBC) to attract funds from shareholders, but no one will give a 100% guarantee for the completion date. Housing Stock construction companies (all facilities) and Comfortniy Gorod (New City – 2 residential complex, New City – 3 residential complex, British Comfort Quarter residential complex) have such housing and communal services.
All transactions made in circumvention of the current legislation on shared-equity construction are invalid. These include a preliminary booking agreement, reservation agreements, investment agreements, and assignment of claims.
Developers should remember that raising funds from shareholders without permission is prohibited by the law "On Equity Participation in Housing Construction", while administrative and criminal liability is provided for under articles 320 of the Code of Administrative Offenses and 214 of the Criminal Code of the Republic of Kazakhstan for engaging in prohibited types of entrepreneurial activity.
