A round table dedicated to the development of horse breeding in Kazakhstan was held in Aktobe. The event was organized as part of the execution of the instruction of the Head of State Kassym-Jomart Tokayev on the establishment of the Institute of Horse Breeding.
The event was attended by Akim of Aktobe region Askhat Shakharov, Vice Minister of Agriculture of the Republic of Kazakhstan Amangali Berdalin, deputies of the Mazhilis, leading scientists and specialists of the country.
"In accordance with the instruction of the President of Kazakhstan to improve the quality and number of horses, the Kazakh Scientific Research Institute of Horse Breeding and Feed Production was established on the basis of an Experimental station in the Aktobe region. The financing and development of this institute is fully supported by the local executive body. Today we need to develop new solutions for the development of breeding horse breeding," said Akim of Aktobe region Askhat Shakharov.
Vice Minister of Agriculture of the Republic of Kazakhstan Amangali Berdalin stressed that horse breeding is one of the traditional and, in fact, national livestock industries for Kazakhstan. Natural conditions, extensive natural pastures, ancestral experience and modern scientific developments create favorable conditions for the further development of horse breeding.
Today, the total number of horses in Kazakhstan is 4.1 million, and the potential for the development of this area is significant. At the same time, the number of breeding horses is 46 thousand heads, or just over one percent of the total livestock.
"As the Head of State noted, it is necessary to pay special attention to the breeding and breeding of purebred horses, thereby increasing the share of breeding stock. In general, 4.9 billion tenge has been allocated for subsidizing the industry over the past five years. This year, a special law was adopted on the conservation and reproduction of domestic horse breeds of riding and horse-drawn directions. The Government has already started implementing the law. Thus, new directions for the revival and restoration of the population of the Kostanay horse breed have been introduced into the current Rules of state Support. Their implementation will increase the number of this breed by 3-4 times," said Amangali Berdalin.
A significant increase in the breeding stock of horses is one of the key tasks facing the horse breeding industry in Kazakhstan, and it cannot do without high-quality and extensive scientific support. An important step in this direction was the recognition of the Adai horse as an independent breed. Recall that as a result of the implementation of the relevant instruction of the Head of State, in December 2023, the Adai horse was officially recognized and entered into the register of breeding achievements of the country.
During the event, it was also noted that two research programs aimed at improving Adai and Kostanay horses, as well as the development of productive horse breeding in such areas as jabe, Kushum and Mugalzhar, were launched within the framework of program-targeted financing for 2024-2026. About 1.5 billion tenge has been allocated from the state budget for these purposes.
The main task of the new Institute of horse breeding and feed production is to conduct research to improve the breeding qualities of horses and actively promote domestic breeds on international markets. The Institute sets an ambitious goal - to increase the number of breeding horses by 6-7% over the next five years. In addition, in-depth training in horse breeding is planned at agricultural universities of the country.
The issue of staff shortage has become one of the most discussed among the participants of the round table. A number of proposals were also voiced, including the creation of a permanent commission to conduct research in the regions, strengthening the work on training highly qualified personnel in universities, and establishing a continuity between generations of scientists involved in horse breeding.
The participants of the round table expressed confidence that a systematic approach and the creation of a research institute will become a reliable foundation for the sustainable development of horse breeding in Kazakhstan. State support, as well as active cooperation with international partners, will not only achieve the set goals, but also bring domestic horse breeding to a new level, making it competitive on the world market.
