PRESIDENT'S INSTRUCTIONS: CENTRAL ASIAN GLACIOLOGICAL CENTER IN KAZAKHSTAN STRENGTHENS ITS POSITION
The Government of the Republic of Kazakhstan adopted a resolution "on signing an agreement between the Government of the Republic of Kazakhstan and the United Nations Organization for Education, Science and culture (UNESCO) on the resumption of the status of the Central Asian regional glaciology center as a 2nd category Center under UNESCO in Kazakhstan".
On behalf of the president of the Republic of Kazakhstan K. K. Tokayev, the activities of the regional glaciological center within the framework of UNESCO will be resumed. The head of state said at a meeting of the National Council of Science and technology on April 12, 2024: "the regional glaciological Center, created by the decision of UNESCO in Almaty in 2020, makes a great contribution to the study of climate change. Our scientists are not only studying the melting of glaciers, but also looking for ways to reduce the risks caused by mudflows and glacial lake explosions. It is necessary to make full use of the potential of the glaciological Center. The government decides to provide the center with a building. Now the issue of special attention is the issue of extending the agreement between the government of Kazakhstan and UNESCO on the activities of the Glaciological center, since it expires this year," he instructed.
The Central Asian regional glaciological center within the framework of UNESCO was established in 2020 and is the only glaciological center within the framework of UNESCO in the world.
In accordance with the agreement, the Center solves the tasks of conducting scientific research on glaciology issues, coordinating research activities and ensuring the exchange of information between various organizations involved in monitoring the state of glaciers, snow and permafrost in Central Asia, as well as implementing and developing regional research programs on glaciology in accordance with the goals of the International Hydrological program.
The center assists in the implementation of UNESCO programs, enables the joint use of the potential, technical expertise and experience of member states, and serves as a resource center, supporting the creation of regional networks.
The task of the center is to inform the population and decision – makers about the activities of the Center and possible threats, starting from monitoring the dynamics of the mountain cryosphere (its main components are snow cover, glaciers, underground ice), as well as to develop glaciological aspects of water safety issues.
The signing of the agreement will allow the Glaciological center to continue conducting operational monitoring of the most important mountain glacier systems for Kazakhstan, assessing the sites and volumes of glaciers in transboundary basins, identifying trends in their change, which will serve as the basis for making decisions on the country's and Regional Water Resources Management and is directly related to the country's water security.
The agreement also sets out the corporate principles of the center's management and issues of ensuring the Center's activities, which will allow the Center to carry out effective scientific, scientific and organizational activities and take an active part in the activities of UNESCO, the International Water organization and other organizations.
It should be noted that the agreement will be signed in 2025, declared by the United Nations as the "International Year of Glacier conservation", and its signing will allow Kazakhstan and the Center to successfully hold important events in the year of Glacier conservation, the "decade of actions to support Cryosphere Sciences" in 2025-2034, as well as the Regional Climate Summit under the auspices of the UN in 2026 in Kazakhstan.
