According to Gani Beisembayev, in 2024 the number of children with special educational needs in our country exceeded 230 thousand. Realizing the importance of implementing an inclusive policy at all levels of education, the Department of Inclusive and Special Education was established within the Ministry in November 2023.
"Over the past year, colleagues, together with representatives of the scientific community and non-governmental organizations, have done a great job. A complete analysis of all regulatory documents in the field of inclusive and special education has been carried out, as a result of which 15 regulatory legal acts have been adopted. These changes made it possible for the first time to introduce a three-level model of psychological and pedagogical support — from birth to profession, to approve new requirements for support rooms, to develop individual programs for working with children with special educational needs, as well as to introduce new positions such as teaching assistant, special teacher and personal assistant," he wrote in his message. the former minister.
The Ministry also decided to establish a National Center for Continuing Inclusive Education. Its tasks include methodological support, research, diagnosis and prevention of learning difficulties, as well as coordination of psychological and pedagogical support services.
"Special attention is paid to the social adaptation of children. In this regard, the transformation of the Center for the Development of Special and Inclusive Education in Almaty will be carried out. It is important to note that last year the quota of admission to technical and vocational education institutions for people with disabilities of groups I and II, people with disabilities from childhood and children with disabilities has already been increased. A new Law of the Republic of Kazakhstan "On comprehensive support for children with special educational needs" is also being developed. There are about 500 special education organizations operating in the country. By the end of 2024, 90% of the country's schools have created conditions for inclusive education, and the coverage of children with special psychological and pedagogical support is up to 80%.
