One of the most important mechanisms aimed at improving social well-being in Kazakhstan is state targeted social assistance (TSA). This program aims to improve the quality of life of low-income citizens by providing them with comprehensive support.

TSA is issued to citizens or families whose average per capita income does not exceed the poverty line established in the regions. The poverty line for the IV quarter of 2024 is set at 70% of the subsistence level, that is, 36,637 tenge.

Within the framework of the program, assistance is provided in two forms: unconditional assistance – for low – income citizens who do not have a stable income, conditional assistance-requires participation in employment measures.

State targeted social assistance is provided in the following main areas::
* Cash payments to low-income families;
* Employment promotion (training, youth practice, community service, grants and permanent employment);
* Additional payments for children: children from 1 to 6 years old are paid monthly in the amount of 5,538 tenge (1.5 MCI). In 2024, additional payments were made to 15,563 children in 7,832 families.

As of January 1, 2025, assistance was provided to 45,955 people from 8,810 families. This indicates a decrease in the number of recipients of assistance by 30.8% compared to last year. This change is noticeable in the effectiveness of employment measures.

At the time of application for TSA, 7,738 of the 12,926 eligible residents were found to be employed. Of the remaining population, 480 people are involved in active productive employment measures. Of these, 308 people have the opportunity to work on a permanent basis, 48 people have the opportunity to work in public works and 43 people have the opportunity to support entrepreneurial initiatives.

State targeted social assistance is an effective tool for supporting socially vulnerable groups. It plays an important role in increasing the well-being of society through the employment of citizens, the development of entrepreneurship and support for children. With its contribution to the economic and social development of the country, this program strengthens stability in society.
