Ensuring the well–being of children is a priority of the state: in Kazakhstan, one third of the population are children

On behalf of the Head of State, large-scale legislative and strategic measures are being implemented to protect children's rights. One third of the country's population consists of 6.8 million children.

An important initiative of the adopted three laws was the creation of an institute of mentors to adapt to the society of children left without parental care. Today, more than 330 children receive the necessary support.
A key measure in protecting children's rights has been the tightening of standards for offenses against children, and the introduction of administrative liability for harassment of minors. In order to strengthen the safety of young citizens, the disembarkation of children from buses is also prohibited.
Since 2025, QR codes have been introduced in schools and colleges of the country for instant access to the unified republican contact center 111. According to the data, as of January of this year, 17,400 children applied to the contact center.
There are child rights commissioners in every region of the country, and the number of guardianship specialists has doubled since 2024, from 303 to 692 people. The statutory standard for the staffing of specialists in guardianship authorities is at least 1 specialist per 5,000 children.
Today, 17,660 orphans and children left without parental care are being raised in Kazakhstani families in the country. In 2024, more than 3,000 children found a new family.
Since 2025, a new form of family arrangement has been introduced - a professional foster family. This initiative is aimed at showing care and creating a friendly environment at home for children who find themselves in difficult life situations.
Since 2024, 627 kindergartens have been opened in the country, covering 93.1% of children. According to the data, over the past 5 years, the waiting list for kindergartens has halved.
The national project "Comfortable School" successfully solves the problem of overcrowding and three shifts in schools. During the period of the project's implementation, 105 schools of this format have been opened.
In addition, 257 schools with 373,000 places were commissioned in 2024. About 200 schools with 300,000 student places are under construction. The security measures of educational institutions have been strengthened. More than 20 thousand organizations are equipped with video surveillance systems with connection to Operational Management Centers. All organizations have alarm buttons, turnstiles, and licensed security guards.
The State pays special attention to ensuring equal opportunities for the younger generation. In the 2024-2025 academic year, more than 1.7 million children in public schools are provided with free meals. 162 billion tenge has been allocated for these purposes.
Within the framework of the Universal Education fund (universal compulsory education for school-age children), an additional 22.5 billion tenge was allocated to provide 510 thousand children with school supplies.
A new initiative was to provide assistance to children from SUSN who study in private schools. Since the beginning of 2025, the local budget has allocated more than 12 billion tenge for free meals for 25 thousand children.

Children are the future of Kazakhstan, so it is important that every child in the country grows up in love and care, feels the support of adults, and is confident in the future," Kassym-Jomart Tokayev, President of the Republic of Kazakhstan.
Favorable conditions are being created in all regions of Kazakhstan for the development of additional education and recreation for children. Today, 3.3 million children of the country attend clubs and sections in various fields.
In the summer of 2024, more than 3.1 million children were provided with recreational recreation in 10,743 camps.
The safe environment in the organization of education is not limited only to technical safety measures, but also includes the emotional well-being of the child.
The State has approved a comprehensive plan to protect children from violence, prevent suicide, and ensure their rights and well-being. The plan is a package of measures aimed at creating a safe environment for children. As part of the plan's implementation, 20 psychological support centers have been opened in the regions, and 242,759 schoolchildren and families have received assistance.
Anti-bullying programs such as Kiva and DOSBOLLiKe have been introduced in all educational institutions. These measures help to create an atmosphere of goodwill and mutual respect in schools. Since September 2024, lessons on personal safety have been introduced that take into account the age characteristics of schoolchildren, and more than 14.3 thousand employees of educational organizations have been trained in the protection of children's rights.
In addition, the Birtutas Tarbieh education program has been introduced for interaction between family and school, and the development of a culture of positive parenting.
Child safety is a concern for the future. After all, it is we who are shaping the generation that will build the world of tomorrow. By taking care of children, we create a strong, humane and safe society.
