One third of Kazakhstan's population are children: what legislative measures is the state strengthening to protect them?

Today, there are 6.8 million children in the country, which is one third of the total population. By the end of 2024, three key laws were adopted to strengthen the legal framework and effective mechanisms were introduced to protect our young citizens.
An important initiative of the adopted Law of the Republic of Kazakhstan on Education and mentoring was the creation of an institute of mentors for the adaptation of children left without parental care in society. Today, more than 330 children receive the necessary support.
A key measure in the Law of the Republic of Kazakhstan on ensuring women's rights and children's safety was the tightening of standards for offenses against children, and administrative responsibility for harassment of minors was introduced. In order to strengthen the safety of young citizens, the disembarkation of children from buses is also prohibited.
Since 2025, QR codes have been introduced in schools and colleges of the country for instant access to the unified republican contact center 111. According to the data, as of January of this year, 17,400 children applied to the contact center.
The third adopted Law of the Republic of Kazakhstan on state awards, education and protection of children's rights provides for standards for the creation of professional foster families, improving conditions for orphaned children.
Today, 82% of orphans and children left without parental care are raised in Kazakhstani families. By the end of 2024, more than 3 thousand more children have found a new family.
Since 2025, a new form of family arrangement has been introduced - a professional foster family. It should be noted that this initiative is aimed at showing care and creating a friendly environment at home for children who find themselves in difficult life situations.
