The Ministry of Finance of the Republic of Kazakhstan is a republican executive body that ensures the implementation of a unified financial, budgetary, tax and customs policy. The Ministry manages inter-sectoral coordination in the budget and finance sector.
REVENUES
As a result of 2024, the state budget revenue plan (excluding transfers) exceeded the budget by 100.7%, or 21.5 trillion tenge instead of the planned 21.4 trillion tenge. The amount of the overfulfilled amount is 142.4 billion tenge. Compared to the corresponding period last year, the republican budget revenue increased by 614.9 billion tenge, or the growth rate reached 102.9% (data for 2023 - 20.9 trillion tenge).
Including the revenue plan:
- the republican budget actually received 13.5 trillion tenge instead of the planned 14.1 trillion tenge. The unfulfilled amount in the republican plan is 608.6 billion tenge. Compared to the same period last year, the budget revenue decreased by 1 trillion 15 billion tenge, or a decrease of 93% (the fact of 2023 is 14.5 trillion tenge);
- local budgets actually received 8 trillion tenge instead of the planned 7.3 trillion tenge. The overfulfillment of the plan on the state budget reached 751.1 billion tenge. Compared to the same period last year, the state budget revenue increased by 1 trillion 631 billion tenge, or a growth rate of 125.5% (the fact of 2023 is 6.4 trillion tenge).
The failure to fulfill the plan on the republican budget revenues was mainly influenced by tax revenues. Accordingly, the plan was 97.1%, or 12.3 trillion tenge instead of the planned 12.7 trillion. The amount of the shortfall is 366.7 billion tenge.
Compared to the corresponding period of the previous year, the Republic of Kazakhstan's taxes decreased by 604.6 billion tenge, or 4.7% (data for 2023 - 12.9 trillion tenge).
The main factors that influenced the non-implementation of the plan:
- a decrease in the volume of imports from 3 countries (by 4.4% for 2024 compared to 2023);
- the continuation of the downward trend in prices for basic export metals (in the 1st quarter of 2024, zinc prices decreased by 21.7%, aluminum by 8.3%, copper by 5.4%, and lead by 3%; in the 1st half of 2024, zinc prices decreased by 6.8%, lead by 1.4%, and lead by 3% compared to 2024);
- Compared to the previous period, VAT was refunded from the budget 3 times more (282.6%) (from 430 billion tenge in 2023 to 1,216 billion tenge in 2024), including loans in the amount of 594 billion tenge until 2023 that were fully repaid. This provided businesses with working capital and was a significant support for them;
- a decrease in the income of a number of large enterprises due to a reduction in production, output, supply volumes and increased logistics costs due to the geopolitical situation (tax revenues from 188 large enterprises to the Republic of Kazakhstan decreased by 1.4 trillion tenge, or from 4.6 trillion tenge in 2023 to 3.2 trillion tenge in 2024);
- a decrease in the volume of taxable oil exports by 1.7 million tons, or 4% (in 2023 - 42.9 million tons, in 2024 - 41.2 million).
Due to the tax and customs administration and the digitalization of this area, additional revenues of 1,112.8 billion tenge were received in 2024, including:
- tax administration - 952.6 billion tenge (subsoil user administration - 296 billion, administration of large taxpayers - 157.1 billion, cameral control - 207.6 billion, tax audit - 126.8 billion, etc.);
- customs administration - 160.2 billion tenge.

The plan for non-tax revenues to the Republic of Belarus was fulfilled by 83.2%, or the amount not fulfilled according to the plan was 242 billion tenge (1,443.4 billion tenge according to the plan, 1,201.4 billion tenge in fact). This was due to the non-receipt of planned payments under additional measures (253 billion tenge of unfulfilled dividends on state-owned shares) (ERG and others).
Regarding local budget revenues (excluding transfers).
The structure of local budget revenues consists of 92.2% tax revenues. Accordingly, the plan was implemented by 110.5%, and instead of the planned 6.7 trillion tenge, the budget received 7.4 trillion tenge, or the over-fulfillment of the budget plan on taxes reached 701.1 billion tenge.
At the same time, compared to the same period last year, tax revenues increased by 1.4 trillion tenge, or the growth rate increased by 123.2% (data for 2023 - 6 trillion tenge).
The over-fulfillment of the plan was mainly influenced by an increase in the state tax by 249.3 billion tenge or 11.3% (2.2 trillion tenge was planned, 2.5 trillion tenge was actually received), as well as an increase in the tax on small and medium-sized businesses (hereinafter - the SME tax) - by 245 billion tenge or 18.6% (1.3 trillion tenge was planned, 1.6 trillion tenge was actually received) and the social tax by 127.5 billion tenge or The increase by 8.8% (1.5 trillion tenge was planned, 1.6 trillion tenge was actually received) also contributed.
