Kanat Sharlapayev shared results and plans for 2025 in the construction sector

The Minister of Industry and Construction of the Republic of Kazakhstan, Kanat Sharlapayev, gave an interview to the Jibek Joly TV channel on the topic of construction and providing the population with affordable housing.
First of all, the Minister focused on the main indicators in the field of housing construction. "By the end of 2023, we will have commissioned 17.8 million square meters of housing, which is 2.5 million square meters ahead of the pre-election program plan. This is 16% higher than the annual plan of 15.3 million square meters. By the end of 2024, the surplus will be 3.5 million square meters of housing," he said.
The indicators were achieved through additional support tools, the allocation of 272 billion tenge for the purchase of 17.3 thousand apartments through the Samruk-Kazyna Fund, and the launch of the new Nauryz mortgage program.
Kanat Sharlapayev said that the main task for 2025 is not to slow down the pace of construction. The government will make efforts to maintain the growth rate of housing construction. This plan will be achieved through the continuation of the Nauryz mortgage program, the construction and purchase of credit and rental housing, and the provision of new territories with engineering and communication infrastructure.
The Minister shared information about state programs aimed at improving the living conditions of citizens, including subsidizing rents and providing preferential mortgage loans. For example, 7,746 loans for 202.7 billion tenge were issued under the Nauryz program.
In addition, Kanat Sharlapayev touched upon the topic of the right to privatize rental housing. This right will apply to about 71 thousand citizens belonging to socially vulnerable groups of the population. To date, about 400 apartments have been privatized. “This will prevent the eternal rental cycle. The price factor is important, because housing is purchased at residual value,” he added.
The Minister focused on the phased digitalization of the construction industry. Currently, more than 90% of master plans and detailed layouts have been digitized and brought into the regulatory framework in the E-Qurylys system. It allows to significantly simplify the interaction of various parties, from designers and developers to state bodies.
The social facilities of the city were also mentioned separately. The Minister noted that in Kazakhstan, the self-awareness of city residents is increasing, which will help ensure the protection of these facilities.
