New technical regulations for consumer goods adopted

In our country, state control is carried out to protect consumer rights. Today, 47 technical regulations have been adopted within the EAEU, covering more than 85% of products in circulation. Approximately 15% of products in circulation are regulated at the national level. Zhanna Esenbekova, Chairman of the Committee for Technical Regulation and Metrology of the Ministry of Internal Affairs of the Republic of Kazakhstan, reported on innovations in the field of technical regulation at the CCS.
According to her, the main tasks of technical regulation include protecting consumers from products that harm the health and life of citizens, mechanisms for increasing the competitive advantages of Kazakhstani manufacturers. The implementation of tasks to ensure the safety and improve the quality of goods in the domestic market is carried out through: establishing product safety requirements in technical regulations, requirements for product quality and test methods in standards.
At the same time, testing and certification of goods is carried out in laboratories.
"In 2024, amendments were made to 7 technical regulations to include new types of products on the market. For example, the terms “scented toy”, “soft toy”, “rattle” have been added to the technical regulations “On the safety of toys”. In addition, the use of natural wool and natural leather in toys for children under 3 years of age is not allowed,” the speaker said.
The technical regulations for perfumery and cosmetic products have established previously non-existent requirements. For example, mandatory classification has been introduced regarding the use of cosmetics for children under 14 years of age. Also, in order to preserve the consumer properties of the product, the concept of “secondary packaging” for cosmetic products has been introduced. In order to prevent injuries to children, the development of technical regulations for sports equipment has begun in conjunction with the Ministry of Tourism and Sports. The technical regulations establish requirements for goals for football, mini-football, handball, and hockey.
The development of technical regulations establishing requirements for coal is also being completed. The technical regulations include standards for the qualitative characteristics and grades of coal. In addition, legal bases have been established to protect the rights of the population when purchasing low-quality fuel.
