The introduction of voucher financing in preschool organizations in Kazakhstan continues at a rapid pace. Since the beginning of 2025, metropolitan preschool organizations have also begun to join this system.

670 kindergartens from Astana participate in voucher financing, and today the number of vouchers issued has exceeded 25 thousand. It should be noted that
voucher financing has also been introduced in the cities of Taraz, Turkestan, Uralsk, and Shymkent. In a number of cities, such as Turkestan, Uralsk, and Taraz, the queue for children over 2 years old has been completely eliminated thanks to the new system.

This mechanism is aimed at an open and efficient distribution of state orders among preschool organizations. The main advantages of the new system are improving the quality of service through real competition between kindergartens, giving parents the right to choose an educational institution, and transparency in financing and spending budget funds.

"One of the main achievements is the elimination of illegal queues, since the electronic queue for receiving vouchers
provides equal conditions and only moves forward. The system, first of all, ensures the transparency of the financing process through the principle of "money is given to the child". The calculation and transfer of funds is carried out only after the parents confirm the data in the kindergarten attendance sheet," says Manara Adamova, director of the preschool education department.

In the future, it is planned to introduce voucher financing to other regions, creating an open and competitive system in the field of preschool education.
