Work, housing, education: what help is provided to the capital's youth

Active work is being carried out in the capital to promote youth employment and provide them with permanent employment, the official website of the Astana akimat reports.
According to the Astana City Department of Youth Policy Issues, the total number of young people in the capital is 455 thousand people.
In collaboration with the Labor Mobility Center, the city is implementing several programs, including "Youth Experience", "Public Work", "First Job", etc. In total, more than 13 thousand young people were covered by employment measures in 2024. In particular, 4,691 people were permanently employed, 125 social jobs were opened, 1,220 places were provided under the “Youth Experience” program, 1,602 people were involved in community work, 322 people were employed for the first time, 5 people were employed under the “Teacher Contract” program, 83 people received vocational training, 3,227 people received vocational training, 3,227 people received e-labor and 504 people received e-vocational education.
The “Bastau Business” project, aimed at teaching the basics of entrepreneurship in order to support employment, is being implemented. 44 grants were allocated in 2024.
The “ENBEK Electronic Labor Exchange” portal is also operating, where young people can find work both in the city and throughout the republic, as well as apply for a business loan.
The “Green Country” project, aimed at providing seasonal employment to schoolchildren, students and unemployed youth, is implemented annually. In 2024, 4,200 schoolchildren and students, including representatives of socially vulnerable groups of the population, were employed under this program. In 2025, another 4,200 young people are planned to be employed.
In order to expand employment opportunities for the unemployed, including certain categories of young people, 41 job fairs were held in Astana in 2024.
Since August 2023, the Joltap project has been operating in the capital, aimed at employment and improving professional skills, with an emphasis on unemployed and self-employed young people in the NEET category. In 2024, 19.5 thousand citizens received advice on 52 state support measures and employment opportunities and enrolled in short-term training.
For example, last year, 6.9 thousand city residents mastered practical skills in labor and digital specialties, and 4,000 people got jobs or opened their own businesses. 3,773 people were trained in 7 digital specialties (SMM, targeting, content creator, graphic design, video editing, web design and website development, basic digital skills).
3,904 people were trained in 10 working specialties (seamstress, barista, salesperson, stylist, electric and gas welder, accounting basics, shoe repair and key making, cabinet furniture basics, auto specialist for changing tires, Kaspi online trading basics).
Work is underway to reduce the number of young people in the NEET category who are not studying, not working, or not participating in vocational training courses. The NEET category of young people in the capital is 6.1% or 26 thousand people. To help this category of youth transition to the labor market, the Astana Youth MMC is implementing projects aimed at youth employment, socialization, and comprehensive support.
The "Rented Housing for Working Youth without the Right to Purchase" program, launched in 2019, is being implemented in the capital, which aims to help young people acquire their own housing. As part of the program, the akimat has leased 3,220 apartments.
Under the "Yelorda Youth" program, young people are provided with preferential loans at an annual interest rate of 5 percent, a loan amount of up to 18 million tenge, a down payment of 10 percent, and a loan term of up to 19 years. Under this program, young people can purchase housing both in the primary and secondary markets.
