A. Saparov: Information on financing mechanisms should be delivered to every household

        At an expanded board meeting of the Ministry of Agriculture of the Republic of Kazakhstan, chaired by Minister Aidarbek Saparov, issues of financing the agricultural sector for 2025 were discussed.

          The meeting was attended by deputies of the Majilis of Parliament, representatives of the Presidential Administration, the Government's Office, state bodies, deputy akimats of the regions, NGOs, businesses, regional agricultural and veterinary departments, a total of 300 people.

          The Minister noted that the Government has taken the necessary measures to provide farmers with diesel fuel, seeds, mineral fertilizers, and protective equipment for spring sowing work with reduced-cost loans and leasing.

        "This year, it is planned to increase financing for sowing and harvesting operations to 700 billion tenge. The main task in the coming period is to organize them within the optimal agrotechnical period. However, there are questions regarding information and explanatory work in the regions," said Aidarbek Saparov.

      Director of the Department of Financial Instruments and Microcrediting of the Ministry of Agriculture of the Republic of Kazakhstan Zhanar Makhanova believes that it is necessary to strengthen explanatory work in local areas.

        The director of the department recalled that in 2024 the ministry carried out a lot of work on the development of the necessary regulatory legal acts and coordination with state bodies.

       "Conditions are being created to attract new methods and tools that have never been seen before, but in fact only 4 of the 17 regions financed through the SEC are working. In some countries, where interest rates for agriculture have doubled, the Government of Kazakhstan continues to support farmers by providing preferential loans. This creates conditions for increasing the competitiveness of domestic agriculture, but the regions are showing weak results," he said.

        “In 2 years, financing for spring sowing has increased from 140 billion tenge to 700 billion tenge. This is a huge opportunity for farmers. Another important issue that no one in the regions is dealing with is risk insurance. Do they know about support measures in the regions? During their business trips, farmers say that they are hearing about them for the first time. "Akims of regions and districts should inform representatives of the industry in a timely manner," said Serik Egizbayev, deputy of the Majilis of Parliament.

        Concluding the meeting, the minister instructed akimats to create working groups that should bring to the attention of each farm all funding mechanisms, programs and state support measures.
