On February 28, 2025, Almaty - a meeting of the Ministry of Justice of the Republic of Kazakhstan with authors, rightholders and representatives of organizations managing property rights on a collective basis was held at the National Library of the Republic of Kazakhstan. The main topic of the discussion was improving the system of collective management of rights, ensuring transparency of compensation services and fair distribution of royalties.

The discussion was attended by deputies of the Parliament of the Republic of Kazakhstan, representatives of the creative intelligentsia, as well as public figures concerned about the current state of intellectual property protection.

Speaking to the participants, Vice Minister of Justice of the Republic of Kazakhstan B. Sh. Zhakselekova said: "Creativity is the basis of the country's cultural development and it requires reliable legal protection. Today's meeting is not just a discussion, but a search for specific mechanisms that will help authors and performers receive decent remuneration."

During the discussion, representatives of the creative community expressed different views on reforming the collective management system.

Composer M. Kusainov noted that the participants of the legendary Dos-Mukasan group do not receive payment for the use of their works. He criticized the large number of collective management organizations in Kazakhstan and their ineffectiveness, proposing the creation of a single state organization that would centrally manage copyright and introduce digital tools for control.

Some participants, in particular, representatives of the Kazakh Society of Authors, supported the existing system of collective management. However, poet and composer B.T. Ashirbayev agreed with the need for digitalization and noted the importance of transparency of calculations between collective management organizations and authors. He also drew attention to the issue of payment of royalties by television and radio companies, which requires specific regulation.

Author, journalist Sh.U. Aldjambayev in his speech touched upon the issue of the large number of collective management organizations and the legality of granting permissions to users, focusing on the payment of royalties to the heirs of deceased authors.

Deputies E.D. Stambekov and B.Zh. Bazarbek, noting the lack of transparency in the activities of the collective management organizations, proposed a number of legislative amendments aimed at digitizing the collective management system.

The meeting noted that the introduction of digital solutions will allow authors to control the process of using their works online - from concluding contracts to calculating and paying royalties. This will not only facilitate the interaction between authors and the collective management organizations, but also ensure a fair distribution of income.

According to the results of the meeting, all participants agreed that reforming the collective management system of rights is relevant. Transparency in the work of the collective management organizations reduces the risks of inefficient management and increases the trust of authors and rightholders.

The participants supported the deputies' proposals on digitizing the sphere of collective management and recognized them as relevant.  & sent.
