Today, on February 28, the nineteenth session of the VIII elected regional maslikhat was held in Aktau. The agenda included amendments and additions to the General Plan of Aktau, the implementation of the Environmental Protection Action Plan for 2024, the ongoing work on landscaping and improvement of the territories of cities and settlements of the Mangystau region, and a number of issues related to the development of the region and financing various sectors of the economy.

At the session, the head of the Department of Construction, Architecture and Urban Planning of the Mangystau region, Aidos Khamiyev, made a report on the amendments and additions to the General Plan of Aktau. According to the General Plan, the city will expand in the north, along the sea coast to the village of Akchukyr. The industrial zone will remain in the south and expand to the east. In addition, a new railway station and passenger terminal will be built, and a railway line to Fort Shevchenko will be built.
It is also planned to turn the regional center into a major tourist center of Kazakhstan, focusing on organizing sea recreation. According to the master plan, it is planned to build recreational areas along the coast of the Caspian Sea, recreation areas in the Samal microdistrict, beaches, water parks, water entertainment attractions, a harbor for yachts and water vehicles, and cruise ships. The city provides for comprehensive services for tourists, including shopping and entertainment complexes.

The session also provided information on the clarification of the budget for 2025 by Svetlana Nareshova, head of the regional economy and budget planning department.
This year's budget prioritizes social spending. They are aimed at the maintenance costs of preschool education and training, major and current repairs of educational institutions, strengthening the material and technical base, improving the level of education in schools, material and technical equipment of healthcare institutions, and current repairs of buildings in the cultural and sports sector.
The head of the region said that by allocating the majority of the budget to education, healthcare and sports, it will be possible to form an educated generation and a healthy nation in the future.

- There is a shortage of doctors in the region. We lack experienced, qualified doctors. To solve this problem, we need to increase and encourage the salaries of specialists coming to our region.
We also plan to modernize livestock villages in the region. We need to allocate funds through the "Caspian" social entrepreneurship corporation, dig wells for farmers who want to raise livestock, provide them with the necessary land for growing livestock, and create opportunities. If we support the opening of small workshops for processing fur and skins of foxes, these projects will be of great benefit to improving the livelihoods of the rural population. "In general, we have directed this year's budget to improving the social sphere and rural life, as well as improving the municipal sector," said Nurdaulet Kilybay.
