A roundtable organized by the National Adoption Agency on the topic “A Child’s Happy Home is a Family” was held in Astana, the official website of the capital’s akimat reports.
The main purpose of the event is to provide information and exchange views on the introduction of the Institute of Professional Foster Families in Kazakhstan.
“Prospective adoptive parents undergo in-depth psychological diagnostics before adopting a child into their family. We conduct a psychological analysis of the applicants and their close relatives, as well as check the absence of a record and criminal record in narcological and psychoneurological dispensaries. In addition, guardianship authorities will have the right to visit professional adoptive families without prior notice,” added Yulia Ovechkina, Deputy Chairman of the Committee for the Protection of Children’s Rights.
Unlike traditional adoptive families, professional adoptive parents perform their role on a professional basis, and also undergo in-depth psychological preparation, training, and certification. The system provides for state financing and support for such families.
According to the innovation, such parents can be Kazakhstanis aged 30 to 63 with a private housing of 15 square meters per person. Each parent is paid 70 MCI for the services of a tutor monthly and 10 MCI for the maintenance of a child.
A contract is concluded with the family in advance, stipulating the conditions for raising a child. Once every six months, parents submit a report to the guardianship authorities on health, child upbringing and expenditure of funds. Guardianship authorities have the right to visit professional foster families without prior notice.
As a result of the event, the importance and essence of the Institute of Professional Foster Families were explained in detail to state bodies.
It should be noted that the “Mother's House” Foundation, a project of Kazakhstani businessmen, has been carrying out its activities for more than 12 years with the aim of preventing social orphanhood and reducing the number of children entering orphanages annually. The mission of the National Adoption Agency is to develop the culture of adoption in Kazakhstani society, support and professional training of adoptive families.
In 20 cities of Kazakhstan, there are consulting rooms where specialists provide advice to citizens (families) who wish to adopt children from orphanages and children's homes into their families. Psychologists prepare potential adoptive parents in the Adoption Schools. To date, 1,966 children have been placed in 1,318 Kazakhstani families with the help of the National Adoption Agency. A total of 18,112 citizens were advised, 6,048 of whom passed the Adoption Schools.
