Payments in a new way: What has changed in Kazakhstan since January 13, 2025?

Since January 13, 2025, key changes related to the transition to the international standard ISO 20022 for payment formats have entered into force in Kazakhstan. This step significantly affects the process of non-cash payments, namely the rules for forming payment orders.

1.     The appearance of new graphs in payment orders

 • "Actual payer": Now payment orders must specify not only the sender of the money, but also the actual payer. This means that if the payment is made by a separate department, it is important to provide their exact details.

 •"Moneysender":Thiscolumnshows the details of the person whoinitiates the payment.Thisupdate is importantforaccurateaccounting,especiallyifpaymentsare made throughbailiffsorforseparatedivisions.

2.Legalentitiesandseparatedivisions

• When a legal entity pays payments for its separate division, the "Actual payer" column now indicates the BIN of that division, rather than the organization itself. This is necessary so that payments are correctly credited to the unit's personal account, and not to the parent company's account.

 3. Payments through bailiffs

 • If the bailiff pays money to the budget for the debtor's obligations, in the "Actual payer" column it is necessary to indicate the data of the debtor himself — last name, first name, patronymic and his IIN. This will help to accurately allocate payments to the debtor's personal account.

 4.Postingpaymentstoaccounts From now on, allpaymentswill be posted to thepersonalaccounts of taxpayersorotherparticipants in the paymentsystem, dependingonwho is listedin the "Actualpayer"columns: •Legalentitieswillpayfortheirseparatedivisions by specifying the unit's BIN,andpaymentswill be postedto the unit's personalaccount.

• Bailiffs will transfer payments for debtors, and funds will be credited to the debtor's personal account. Accuracy and transparency: New columns in payment orders will ensure more accurate accounting and crediting of payments, which minimizes errors and improves the transparency of financial transactions.
