Anti-corruption issues considered in East Kazakhstan region

A regular meeting of the Interdepartmental Anti-Corruption Commission was held today under the chairmanship of Akim of the region N. Saktaganov.
The meeting was attended by D. Shakenov, Head of the Anti-Corruption Service Department of East Kazakhstan Region, D. Rypakov, Chairman of the regional maslikhat, heads of law enforcement and special government agencies, deputy akims of the region, heads of departments, akims of cities and districts (online).
The agenda included the implementation of the Corruption Risk Map of the region, the results of an external analysis of corruption risks in the tourism sector, the effectiveness of quasi-public sector compliance services, as well as problematic issues of the sanitary condition of railway passenger transportation.
In his speech, the first deputy head of the Anti-Corruption Service of the region, A. Ashikov, stressed the importance of eliminating corruption risks identified during external analyses.
"An information module for automating business processes has been introduced in the social sphere, which has increased the transparency of services provided. At the same time, problems remain in the education system related to the transition to a unified accounting system. The analysis conducted in the tourism sector has shown that there are corruption risks associated with manipulation of licensing, overstatement of subsidies, fictitious reports on public procurement and illegal restrictions on access to natural sites. The revealed violations require the adoption of systematic measures to eliminate them and strengthen control by the authorized bodies," Ashikov said.
Also, problematic issues were raised in the activities of the region's compliance services, which play a key role in ensuring transparency and integrity in the quasi-public sector. There are still problems in this area related to the shortage of professional specialists and the low quality of anti-corruption measures.
Following the meeting, the akim of the region supported the recommendations of the Department on the issues on the agenda, gave instructions to the heads of the relevant departments of local executive bodies and akims of cities and districts on the timely adoption of specific measures to prevent corruption and eliminate existing violations, as well as the accurate and uniform implementation of the law.
