The Department of State Revenue for the Mangystau region, in accordance with the appeal of the Ministry of Science and Higher Education of the Republic of Kazakhstan to the state revenue authorities regarding the expansion of the scope of the state language, informs business entities of the following.

Increasingly, the Ministry receives oral complaints from citizens about the language of transactions carried out through cash registers (hereinafter referred to as KKM), because the receipt issued through KKM at all retail outlets, banks, airports and public places (canteen, cafe, restaurant, pharmacy, theater, cinema, etc.) is printed out. only in Russian.

In accordance with article 4 of the Law of the Republic of Kazakhstan "On Languages in the Republic of Kazakhstan" (hereinafter referred to as the Law), the state language is the language of public administration, legislation, judicial proceedings and record keeping, used in all spheres of public relations throughout the state.

Also, in accordance with article 6 of the Law, every citizen of the Republic of Kazakhstan has the right to use his native language, freely choose the language of communication, upbringing, education and creativity, that is, any citizen has the right to demand the provision of services in the official language.

In accordance with Article 170 of the Code of the Republic of Kazakhstan "On Taxes and Other Mandatory Payments to the Budget" (Tax Code), the authorized body maintains a state register by including (excluding) models of cash registers in the state register (registry).

The procedure for including (excluding) models of cash registers in the state register (registry) is determined by the authorized body.

Cash registers included in the state register are being tested for compliance with the technical requirements defined by the Order of the Minister of Finance of the Republic of Kazakhstan dated February 16, 2018 No. 208 "On certain issues of the use of cash registers". In addition, the replacement of the official language is provided for by technical requirements.

Thus, the information displayed on the KKM print and display in accordance with the technical requirements of the KKM, the symbols on the keyboard and the registration of information must be in the state or Russian languages. All KKM models included in the state register comply with the technical requirements and perform the function of translation into the official language.

Based on the above, in order to prevent and prevent violations, we ask entrepreneurs to carry out activities in accordance with the above-mentioned norms of the legislation of the Republic of Kazakhstan and, at the request of citizens, provide a service for issuing a KKM check in the official language.
