The Senate of the Kazakh Parliament adopted amendments to the legislation on employment and migration
10.04.2025 22:29:08 330Today at the plenary session of the Senate of the Parliament of the Republic of Kazakhstan, Minister of Labor and Social Protection of Population Madina Abylkasymova presented the draft law "On amendments and additions to some legislative acts of Kazakhstan on the issues of employment and migration of the population."
The document was developed pursuant to the President's instructions voiced in the Address to the Nation "New Opportunities Development Reports under the fourth industrial revolution" and "the third modernization of Kazakhstan: global competitiveness."
The bill provides for amendments and additions to the Code 3 and 8 of the Act and involves the transformation of the labor market, improving the tools to promote employment and labor relations, the division of functions in the sphere of migration.
New document regulates interaction between employers and the unemployed with the employment center and private employment agencies through electronic labor exchange.
This will expand the availability of information to the public about the vacancies and summaries, to simplify the procedures of search and selection of staff.
In addition, the bill allows the involvement of private employment agencies to provide employment mediation measures the unemployed, guided by public employment services.
The second important set of questions aimed at improving the tools to promote employment, which simplified handling mechanism for assistance in finding employment. Expanded opportunities for students and high school students to participate in public works not only during the summer holidays, but also in their free time, as stipulated by the Labor Code.
The third set of questions was designed to make certain amendments concerning oralman status.
In particular, it is proposed to cover the measures of state support and include regional quotas, not only "migrants and their families", but also a separate "persons" (including, and unmarried).
"There are migrants, repatriates, who have no family, they are alone. And in order to resolve this legal conflict, we have included this provision. If a person has no family, he can apply for state support measures. If it is a family, everything remains as before: for each member of the family, we provide state aid, "- commented on this provision the Minister of Labor Madina Abylkasymova.
By the way, the families included in the regional quota of repatriates and persons receiving state support in the framework of productive employment development programs and mass business in the form of subsidies for the transfer, to cover the cost of hiring (rent) housing and public utilities.
Also, deputies proposed amendments in terms of extending oralman status solely for the purpose of acquisition of Kazakh citizenship in a simplified manner.
The decision to extend oralman status is taken by the local executive body once and for a period not exceeding three months.
As noted by the Minister of Labor and Social Protection of Population of Kazakhstan Madina Abylkasymova, the proposed legislation will help to expand coverage measures to promote employment of citizens, improve the effectiveness of employment services and improve the quality of public services for the population.
