Prime Minister of the Republic of Kazakhstan Bakytzhan Sagintayev visited the Akmola region as part of his working visit to familiarize himself with the implementation of the President's Addresses "Third Modernization of Kazakhstan: Global Competitiveness", "New Opportunities for Development in the Conditions of the Fourth Industrial Revolution" and "Five Social Initiatives" in the region.

In the schedule of the working trip, the Prime Minister visited the industrial and technological park of agricultural and communal equipment LLP "Kazakhstan Agro Innovation Corporation", the city polyclinic number 1, the meat processing plant and the Specialized Service Center of the population, where he got acquainted with the methods of providing public services on the principle of "one window" and in general, with the implementation of the state program Digital Kazakhstan in the region.

During the meeting with the company's assets and business, the results of the work on creating the necessary conditions for ensuring high-quality and sustainable growth of the economy in the conditions of a new global reality were considered. In particular, in such areas as the agro-industrial complex, attraction of investments, development of the basic sectors of the economy, mass entrepreneurship, technological modernization and implementation of the elements of Industry 4.0, digitalization, training and creation of new jobs, and further diversification of the economy.

M. Abylkasymova, Minister of Labor and Social Protection, spoke on employment issues and creation of new jobs. She noted that the main tasks in the sphere of employment are currently the management of the flow of labor, the effective implementation of the Program for the Development of Productive Employment and Mass Entrepreneurship to provide employment for the unemployed and the unproductive self-employed, the modernization of the labor market infrastructure, the actualization and formalization of the status of the independently and informally employed population, as well as issues of social security and protection of labor rights of workers.

In the context of the Akmola region, in the first quarter of 2018, the workforce was 429,000, of which 408,000 are employed, and the unemployed are 20,000. In the employment structure, 275 thousand employees (67%) and 133 thousand self-employed (23%). According to the level of remuneration of labor Akmola region lags behind the republican by 28%.

Modernization of production is planned in 6 enterprises: JSC GMK Kazakhaltyn, JSC EPK Stepnogorsk, LLP Kokshetau Energo, JSC Tynys, LLP Agrofirma Rodina, LLP RG GOLD. They plan to redistribute employees within the company without releasing work resources.

In order to manage the flow of labor, the akimat of the region today signed Road maps with all large enterprises, mainly mining, manufacturing, and trade.

The main tool to promote employment Madina Abylkasymova called the Program for the Development of Productive Employment and Mass Entrepreneurship, for which in the Akmola region this year it was allocated 4.6 billion tenge. The target for coverage for this year is 20.6 thousand people.

At the same time, 8,900 people have already become participants, of which 7,1 thousand people are employed, including 4,6 thousand people for permanent work. (51.6%).

The small and medium-sized business sector accounts for a third (31.2% or 127.2 thousand people) of the employed region and has a great potential, so to increase the incomes and employment of the population, an important task is to stimulate the development of entrepreneurship. In this regard, this year, Akmola region for microcrediting the population, taking into account the implementation of the fourth social initiative put forward by the Head of State, allocated more than 4 billion tenge.

Speaking about the modernization of labor market infrastructure, the Minister of Labor and Social Protection of Population noted that in Akmola region all 19 employment centers are connected to the electronic labor exchange. However, not all of them fully use this system yet.

Another issue that the minister touched upon in his speech was the actualization of the status of citizens. Since the beginning of the year, out of 125 thousand people without a status in the region, 42.7 thousand people (34%) have been updated today.

With regard to the remaining persons without status, work continues on clarifying the places of their work, identifying employers, facilitating the conclusion of contracts and identifying violations of labor relations.

Since January 1, 2018, on behalf of the Head of State, the introduction of targeted social assistance for a new format has been started. 457.8 million tenge is envisaged for implementation of the new format in the Akmola region this year.

At the end of the speech, the minister appealed to Akimat of the Akmola region with a request to strengthen work on the listed tasks in order to provide the population with quality jobs, which in turn would raise the level of income and social protection of the population.
