Reforming the tax system in Kazakhstan: what will change for businesses and citizens

The head of state noted that immediate changes to the legislation are required to prevent possible economic problems.
"When it comes to tax reform, concrete measures are needed right now, otherwise we will face difficulties of a completely different order," President Tokayev noted.
One of the main theses of the reform is to reduce the number of tax benefits. Senate deputy Yevgeny Bolgert reported that more than 600 benefits were collected in the country, which did not lead to the desired result. According to him, reducing the number of benefits by 4-5 times will allow to increase the revenues to the budget by 1 trillion tenge. First of all, the benefits that have been proven to be effective will be preserved.
"We consciously decided not to take funds to the budget, we hoped to stimulate one or another sector, but this did not bring significant results. According to the government, tax benefits will be reduced by 4-5 times, which will provide the budget with more than 1 trillion tenge. Those that have been proven to be effective will remain," said the senator. reminded that additional funding will be provided to finance projects.
Tax reform will also affect important aspects of entrepreneurship and economy in the country. Majilis deputy Nikita Shatalov emphasized the importance of the reform to ensure VAT transparency, combat the shadow economy and level the playing field for business. He noted that one of the main goals of the reform is to eliminate the shadow economy, especially in the area of VAT and CST payment. He expressed this opinion on his Telegram channel.
"I would like to focus separately on the tax reform, which is currently being actively discussed in the working group of the Mazhilis. The president said that the reform has its own motivation and the need to balance the budget to continue investments in social capital (I'll tell you from myself, dropping "social" with our demographics will not work) and to equalize competitive conditions in the business sector, that is, to completely eliminate the shadow economy, at least in terms of paying VAT and CTS." Shatalov.
In addition, within the framework of the reform, it is planned to optimize state expenditures and revise non-priority items of the budget. President Tokayev drew attention to the need to reduce inefficient expenses and introduce KPIs for local authorities in order to improve the quality of infrastructure and social services.
The reform will also affect regional policy. The head of state emphasized the importance of the development of the real sector and the elimination of regional imbalances, which should be the basis for sustainable economic growth.
In addition, Majilis deputy Natalya Dementyeva and journalist Evgenia Sazonova gave a positive assessment of the President's thesis on raising VAT and noted the need to stop the practice of dividing businesses.
Majilis deputy Murat Abenov is an economist who supported the increase in VAT rates. Zhaksybek published Kulekeev's opinion because it allows Kazakh businessmen to compete with Russian importers.
Experts agree that the tax reform will have a significant impact on Kazakhstan's economy. In addition to increasing budget revenues, it aims to create more open and fair conditions for doing business, improve public expenditure management and combat the shadow economy.
