The Ombudsman discussed the preparation of the consolidated report with the Secretary of the Coordination Council
15.04.2025 18:33:45 1636Republic of Kazakhstan Commissioner for Human Rights Artur Lastaev held a meeting with Raisa Sher, Secretary of the Coordination Council under the Ombudsman. During the meeting, the draft summary report for 2024 was discussed, and the main stages of the development of the document for 2025 were defined.
Artur Lastaev emphasized the importance of cooperation with the Coordination Council and noted that this cooperation allows for an objective and comprehensive analysis of the state of human rights protection in the country. The parties agreed to coordinate the next stages of work for the qualitative preparation of a new report aimed at increasing the effectiveness of law enforcement mechanisms.
The compiled report is an annual analytical document that summarizes the results of monitoring of closed institutions conducted within the framework of the National Preventive Mechanism (NPM). It is based on the results of the conducted business trips, as well as recommendations and conclusions on the observance of human rights.
The said report is prepared by the Coordination Council under the Commissioner for Human Rights based on the reports of the participants of the NAT and sent to the competent state bodies. The document can be used in making legislative and administrative decisions in the field of law enforcement.
The National Preventive Mechanism (NPM) is a system of independent monitoring of closed institutions in the social sphere and criminal justice system. Its main purpose is to prevent torture, cruel, inhuman or degrading treatment or punishment. In December of last year, the new composition of the NAT for 2025-2026 was approved. It included 103 participants with experience in the field of human rights protection. Among them are representatives of non-governmental organizations, civil society activists and independent experts.
