Passenger Customs Declaration in the IS “Keden”

In accordance with the current legislation of the Republic of Kazakhstan, when importing goods for personal use across the customs border, individuals must submit a passenger customs declaration to the state revenue authorities at the point of crossing.

According to the Decision of the Board of the Eurasian Economic Commission dated July 23, 2019, No. 124, the form of the passenger customs declaration was approved, as well as the procedure for filling out the declaration and performing customs operations related to changes (additions) to the information declared in the passenger customs declaration.

According to Appendix 30 of the Order of the Acting Minister of Finance of the Republic of Kazakhstan dated July 10, 2020, No. 665, the Rules for providing the state service "Acceptance of Passenger Customs Declaration" were approved.

The acceptance of the passenger customs declaration and issuance of the state service result is carried out by the service provider either by submitting a paper copy of the passenger customs declaration to an authorized official of the state revenue authority responsible for customs operations related to the release of goods for personal use, or through the “Electronic Government” web portal.

For filling out data, customs information systems such as the IS “Keden” are used.

Since April 22, 2025, the passenger customs declaration must be completed only through the IS “Keden” (online via computer or through the mobile application “E-Salyq Azamat”).

When filling out the declaration, the following information is required:

- passenger passport details;

- direction of goods movement;

- characteristics of the goods (type, description, weight, value);

- if necessary — payment of duties and taxes;

- signature using an electronic digital signature (EDS).
