Kazakhstan and Japan: partnership for a world free of nuclear weapons

New York, 25 April 2025 On the eve of the third session of the Preparatory Committee for the 2026 Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), the Permanent Representative of Kazakhstan to the United Nations, Kairat Umarov, met with the Governor of Hiroshima Prefecture, Hidehiko Yuzaki.

During the meeting, the two sides emphasized the deep historical and moral ties between Kazakhstan and Japan, rooted in the shared legacy of the nuclear tragedies of Hiroshima, Nagasaki, and Semipalatinsk. They underscored the importance of strengthening the global non-proliferation regime and advancing the ideals of disarmament through dialogue, solidarity, and scientific and technical cooperation.

Kazakhstan, having voluntarily renounced the world’s fourth-largest nuclear arsenal, has enshrined disarmament as a cornerstone of its foreign policy. The country continues to actively champion this agenda, having chaired the United Nations Disarmament Commission (2023), the second session of the NPT Preparatory Committee (2024), and the third Meeting of States Parties to the Treaty on the Prohibition of Nuclear Weapons (2025).

Governor Yuzaki confirmed his intention to visit Kazakhstan in July 2025. The visit, which will include a trip to the former Semipalatinsk nuclear test site, will serve as a symbol of the unity between two nations that have transformed the experience of nuclear testing into a lasting commitment to peace and sustainable development.

The two sides discussed initiatives to support victims of nuclear use and testing, advance environmental remediation, and reaffirmed their readiness to continue cooperation, including through the future establishment of an International Trust Fund. They also explored prospects for deepening scientific and technical cooperation in the areas of radiation monitoring and public health, and emphasized the importance of redirecting resources freed through disarmament efforts toward achieving the Sustainable Development Goals.
