Kazakhstan and UAE Customs Authorities Agree to Deepen Strategic Partnership with New Joint Initiatives Focused on Digitalization, Transparency, and Trust

         A bilateral meeting was held today in Astana between Mr. Zhandos Duisembiyev, Chairman of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan, and Mr. Rashed Lahej Al-Mansoori, Director General of the Abu Dhabi Customs Authority.

         The meeting marked a significant step forward in strengthening practical cooperation in the field of digital customs administration and enhancing regional logistics integration.

         The Kazakh delegation commended the UAE's advanced experience in customs automation, risk-based management, and process transformation. During the discussions, Kazakhstan reaffirmed its readiness to adopt best practices from the Emirates as part of its national reform agenda and to serve as a reliable partner in advancing regional digital logistics connectivity.

         Key Outcomes and Strategic Directions

         The parties agreed to launch a pilot project for electronic data exchange (EDE) on customs declarations and to jointly develop risk profiles for priority commodity categories using predictive analytics and AI-based tools.

          Special attention was given to the concept of a digital transit corridor connecting Kazakhstan’s inland logistics hubs with seaports in the United Arab Emirates, with the aim of streamlining multimodal flows and supporting just-in-time trade processes.

         The Abu Dhabi Customs Authority extended an invitation to conduct a series of technical workshops and staff exchanges, including training modules on AI-powered customs solutions, contactless border clearance technologies, and post-clearance audit mechanisms.

         An agreement was also reached to initiate institutional exchange programs between customs training academies, aimed at building capacity in line with international digital customs standards—focusing on post-clearance controls, big data analysis, and trade facilitation measures.

        “Our engagement is not just about sharing best practices—it’s about co-creating forward-looking solutions. Today’s meeting demonstrated the high level of trust and mutual commitment between our customs services to achieve tangible outcomes,” stated Mr. Duisembiyev.

       Both sides also expressed readiness to enhance coordination within the WCO framework and other multilateral platforms, in order to jointly promote digital trade, cross-border interoperability, and the mutual recognition of controls. These efforts will lay the groundwork for faster cargo clearance and help unlock the full potential of the region’s transport and logistics infrastructure.
