About the customs information system “Keden”

The State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan continues phased implementation of the information system “Keden”, aimed at digitalization and optimization of customs procedures. The system is designed to replace the existing platforms “ASTANA-1” and “Single Window on Export-Import Operations”, realizing the concept of “transparent and managed customs”.

Digital interaction and integration Keden provides fully digital interaction between customs authorities and participants in foreign economic activity, minimizing administrative barriers, increasing the transparency of procedures and strengthening control over the movement of goods. To reduce paperwork, 30 integrations with third-party government and commercial systems have been implemented, allowing for automatic retrieval of necessary data for customs operations.

Key implementation milestones

Since the launch of the system, the following functional modules have been implemented:

April 2024 - electronic customs declaration of express cargo (PTDEG and DTEG).

September 2024 - module of accounting of goods for personal use (ICPS Khorgos).

November 2024 - launch of modules on preliminary operations, transit declaration, temporary storage, risk management system, registration of TP&C certificates, customs inspection, registration of non-residents.

January-April 2025 - modules on vehicle customs declaration, 9 customs public services, customs declaration of international mail.

Since April 22, 2025 - introduced the module of passenger customs declaration.

Further plans

By the end of 2025 it is planned to fully deploy all functions of the system, including:

Control of all stages of customs operations.

Automation of processes with the ability to record violations.

Pre-filling of customs declarations and real-time tracking of clearance status.

The Keden system realizes “one-stop-shop” principles by providing users with a user-friendly interface with autocomplete, built-in prompts and format-logical control, which significantly simplifies the clearance process.

User support

To provide methodological and technical assistance to the participants of foreign economic activity and officials, a support service working round the clock has been created.
