Support for small and medium—sized businesses is a strategic priority

The Head of State emphasizes that sustainable economic development is impossible without strong small and medium-sized businesses (SMEs). "The higher the share of small and medium—sized businesses, the more developed the economy is," the President emphasizes. That is why Kazakhstan is taking systematic measures to create a favorable business environment.

In developed countries, the share of SMEs in the gross domestic product reaches 40-60%.

There is also a positive trend in the region. Over the past two years, the number of active entrepreneurs has increased by 7.8% and reached 66,000. The share of SMEs in the regional economy is 30%. Small and medium—sized businesses employ more than 163,000 people, which is 36% of the economically active population.

The volume of products produced by SMEs in 2024 amounted to 2.4 trillion tenge with an increase of 9%. The largest contribution to the increase in production volumes was made by Kostanay, Beimbeta Mailina and Fedorovsky districts.

Attention should be paid to entrepreneurs who are ready to implement new ideas. "If a person shows interest in the implementation of a project, our task is to support and accompany him to a sustainable result," Kumar Aksakalov emphasized. It is important not only to advise, but also to help businesses at every stage — from receiving state support to working with banks and government agencies.

Industrial zones, such as the Automotive Components Manufacturing Center and mini—zones based on former factories, remain key growth points. At the same time, the structure of state support is undergoing positive changes: if in 2021 44% of projects were related to trade, today this figure has decreased to 11%. The main focus is on the manufacturing industry, transportation services and the manufacturing sector.

The Business-Komek program, implemented in 2023, has already shown good results, allowing, for example, to increase the number of livestock in the south of the country by 7,700 heads.

Following the meeting, instructions were given to akimats and relevant structures: to strengthen analytical and awareness-raising work, involve social entrepreneurship, ensure equal access to support measures and monitor the effectiveness of their distribution.

"Entrepreneurial initiative is becoming the driving force of Kazakhstan's economic growth," the Head of State noted. That is why SMEs should become not just a supported sector, but the core of regional development and social stability.
