Hydrogen Energy Acceleration Session Held in Astana

Astana, 20 June 2025  — The Investment Committee of the Ministry of Foreign Affairs of the Republic of Kazakhstan, together with NC "KAZAKH INVEST" JSC, held an acceleration session in Astana focused on improving the investment climate and eliminating barriers in the hydrogen energy sector. The event aimed to identify systemic issues hindering the implementation of investment projects in the hydrogen industry and to develop concrete recommendations.

The session was attended by Deputy Minister of Foreign Affairs Alibek Kuantyrov, Vice Minister of Energy Bakytzhan Ilyas, Members of the Mazhilis of the Parliament, and representatives of industry associations and leading companies, including Hyrasia One, BEES Energy (Seraphim Energy Group), Alatau Green Energy, Air Liquide, Linde Gas, Alstom, Green Spark Limited, Wabtec, among others.

Participants highlighted key challenges facing the development of hydrogen energy in Kazakhstan and expressed their interest in jointly working on solutions. Members of Parliament emphasized the importance of this sector as part of the national low-carbon transition agenda and confirmed their readiness to support the creation of the necessary legislative and regulatory framework.

Hyrasia One presented its flagship project to build the largest regional hydrogen production complex in Mangystau region, with an annual capacity of up to 2 million tons of green hydrogen aimed at exports to Europe. Seraphim Energy Group followed with its plans to develop a hydrogen complex in Zhambyl region with an annual capacity of 40,000 tons, powered by a 1 GW solar station and also targeting export markets.

During the acceleration, several working groups were formed with representatives of government agencies and businesses to discuss the practical aspects of hydrogen project implementation — from technological solutions and infrastructure readiness to government support measures. Special attention was given to existing barriers faced by investors. Based on the discussions, participants developed proposals that will serve as a basis for further work at the level of sectoral ministries and the Investment Headquarters.

The national company KAZAKH INVEST will continue its active efforts to create favorable conditions for investors and to attract strategic partners to Kazakhstan’s hydrogen energy sector.
