Kazakhstan's experience in ensuring the rights of convicted persons presented in Geneva

Geneva, June 25, 2025 – On the sidelines of the 59th session of the UN Human Rights Council, a dedicated side event was held to highlight Kazakhstan’s experience and policies in ensuring the human rights of convicted persons.
Presentations were made by Mr. Sanzhar Adilov, Deputy Minister of Internal Affairs, Mr. Ardak Amangeldiyev, Vice Minister of Healthcare, Ms. Lyazzat Kaltayeva, Adviser of the Minister of Justice on Inclusion and Mr. Baurzhan Kurmanov, official representative of the Prosecutor General's Office in Bern.
The panelists spoke in detail about Kazakhstan Government’s measures to modernize the penitentiary system, develop the probation institute, combat torture, introduce electronic monitoring and digital control in prison facilities, improve the independent preventive mechanism, implement the Nelson Mandela Rules, as well as improve detention conditions, increase employment opportunities for inmates and enhance the role of civil society in these processes.
In his address to the participants, Mr. Eric Richardson, Head of the international non-governmental organization INHR (USA), commended the reforms carried out by the Government of Kazakhstan to protect and promote human rights, including improvements in the penitentiary healthcare system, psychological support in detention facilities, and emphasized the importance of strengthening cooperation with civil society and further implementing international standards.
The event brought together over 50 representatives from more than 20 UN member states and international non-governmental organizations accredited in Geneva.
