Law and Order Week in Almaty: Reporting on corruption is the foundation of a fair society

In order to strengthen law and order in society, the Anti-Corruption Service systematically works to identify and suppress corruption offenses. Today, a special role in increasing confidence in the Anti-Corruption Service is played by citizens' reports of corruption in the call center 1424. Call center operators respond around the clock to reports of corruption and pressure on businesses, receive complaints, feedback, and provide consulting assistance. It is worth noting that the Anti-Corruption Service encourages citizens to report the fact of a corruption offense or to assist in combating corruption. Protection measures have been strengthened for those who report corruption. These persons may not be disciplined, dismissed or transferred to another position without the participation of a representative of the anti-corruption service as part of the disciplinary commission. Today, disclosing the confidentiality of persons who have reported corruption is a serious offense in Kazakhstan and entails criminal liability. In August 2024, the expert "M" of the Motor Transport Control Department of the Committee of Transport of the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan was rewarded with a certificate of appreciation for reporting the transfer of money as a compliment from a business entity. The business entity was found guilty and brought to administrative responsibility under Article 676 of the Administrative Code of the Republic of Kazakhstan with the imposition of an administrative penalty in the form of an administrative fine. In May 2025, citizen "K" was encouraged to report a corruption offense by the head of the Quality Control Department of the Department of Employment and Social Programs, namely, demanding a bribe for recognizing her as the winner in public procurement and concluding a contract for the provision of special social services. The official was found guilty of committing a criminal offense under part 3 of Article 24, paragraph 2) According to Part 3 of Article 190 of the Criminal Code of the Republic of Kazakhstan, according to which he was sentenced to a fine and a ban on holding positions in public service, "K" received remuneration in the amount of 275,240 tenge. It should be emphasized that the promotion is carried out only in the presence of a court verdict that has entered into legal force. The amount of remuneration depends on the severity of the corruption offense. A report on a corruption offense in which the amount of a bribe or damage does not exceed 1,000 MCI (3 million 450 thousand tenge), remuneration ranges from 30 to 100 MCI. Over the specified amount, the remuneration is 10%, but not more than 4 thousand MCI (15 million 728 thousand tenge).
