Registration of foreign citizens in the "Digital Profile" upon entry into the Russian Federation

The Department of State Revenue for the city of Almaty informs citizens planning trips to the Russian Federation about innovations in the framework of the ongoing experiment on registration of foreign citizens.

In accordance with the Decree of the Government of the Russian Federation dated November 7, 2024 No. 1510, from December 1, 2024, an experiment is being conducted on the territory of the Russian Federation to test the rules and conditions for entry and exit of foreign citizens and stateless persons.

The purpose of the experiment is to create a state information resource "Digital profile of a foreign citizen", which includes information provided by the foreign citizen himself.

The experiment is conducted in two stages:

The first stage (from December 1, 2024 to June 30, 2025) is being implemented at 6 international airports:

  • Sheremetyevo
  • Domodedovo
  • Vnukovo
  • Zhukovsky (Moscow region)
  • as well as at the Mashtakovo automobile checkpoint (Samara region)

At this stage, biometric data is being collected (a photographic image of the face and papillary patterns of the fingers).

The second stage will run from June 30, 2025 to June 30, 2026.

As part of the experiment, foreign citizens entering without a visa (including citizens of the EAEU member states, with the exception of the Republic of Belarus) are required to register in a "Digital Profile" via the RuID mobile application no later than 72 hours before entry, or 4 hours in case of emergency (death of a close relative, urgent treatment, etc.).

Important:

The experiment does not apply to:

  • diplomats and employees of international organizations accredited in the Russian Federation,
  • their family members,
  • holders of diplomatic and official passports,
  • children under 6 years of age.

Failure to comply with the established requirements may result in denial of entry or delays at the border.

In the future, the RuID application will allow you to use digital public services on the territory of the Russian Federation — from obtaining medical insurance to enrolling in government agencies.

Upon completion of the application development and commissioning, additional information will be provided.
