An artificial intelligence ecosystem is forming in Kazakhstan

On July 18 , 2025, a meeting of the Commission on Digitalization, chaired by Prime Minister Olzhas Bektenov and implemented by order of the President, was held in the capital. This event identified future directions for digital transformation and gave a new impetus to platforms and legal frameworks.
During the commission's work, Minister Zhaslan Madiev reported on the creation of AI infrastructure, the re-equipment of the state data processing center with a supercomputer, the development of the AI development concept for 2024–2029 and the draft law "On Artificial Intelligence". At the same time, the directions of training personnel trained through educational programs such as "AI Corporate", "TUMO Center", "AI People" were discussed. These initiatives should lay the foundation for educating high-quality AI specialists in the country.
The commission also considered the development of digital solutions - for example, projects such as electronic agent, eGov AI, AI-therapist, tax helper, SDU, translator-bot. These tools are convincing examples of effective demonstration of the quality of public services. They have been launched in pilot mode in several regions, and are planned to be introduced throughout the republic.
The domestic AI ecosystem will be built on the basis of the QazTech platform. This will allow digital products to be created in a single system in a neutral environment, creating opportunities for joint projects. Thanks to the introduction of the platform, the time for developing new IT projects will be reduced from 1.5–3 years as before, to 6 months after the pilot project launched last November. This means that it will allow for rapid and qualitative changes.
The QazTech platform is based on the principle of security — all data is processed via a cloud system, conditions for operating in a new security environment have been introduced, and experts have confirmed through testing that it meets the requirements. The general launch is planned for August .
Currently, several systems are operating on the platform, including the eGov unified Internet portal, Smart Bridge, the national database of the Ministry of Environmental Protection, and others. All of this is integrated into a single platform, which increases the quality of services and reduces bureaucratic obstacles.
During the commission, all government agencies are developing digital transformation roadmaps, taking into account the experience of Singapore and other leading countries. The roadmaps are aimed at simplifying government processes, transitioning to a digital regime, and simplifying legal requirements.
Of course, this meeting in 2025 was much broader and more specific than the plans based on digitization in previous years. For example, at the meeting held in 2023, only the issue of the transition of digital public services to electronic licensing and the development of some online portals was raised. At that time, there was no supercomputer, no platform, and no system for training ministerial specialties was considered. At the meetings in 2024, tasks were given to the model of a digital republic, but the issue of building a specific infrastructure base was not emphasized.
Now, the measures that began in November 2025 and continued at the July meeting are a concrete step towards creating a digital ecosystem in the country. The "digital transformation", which was once only talked about in ideological terms, is now becoming a real platform, a supercomputer, and a legal and personnel regulatory framework.
These macro-measures will also affect the population. First, the quality of public services will improve - the electronic version, the service will be faster and more secure. Second, the economy will accelerate - small businesses and IT companies will be able to quickly implement their projects and service solutions through the state API. Third, the human resource potential will develop - new specialties and jobs will be created, such as "AI Data Engineer", "Machine Learning Architect", "Digital Ethics Officer".
The end result is that electronic digital transformation in public administration has been implemented with a strong concept, structure, and security requirements, and today the digital ecosystem based on the supercomputer system and the QazTech platform places Kazakhstan among the leading countries.
Overall, this meeting on July 18, 2025 is an innovative event that will define the digital direction of Kazakhstan and consolidate the achievements of previous efforts. Future steps will include the expansion of pilot projects and the implementation of a reliable and innovative digital administration.
