On August 28, 2025, a regional session was held in Shymkent to discuss the national project "Modernization of the Energy and Utilities Sectors". The event was chaired by Arman Malik, a representative of the Committee for Regulation of Natural Monopolies of the Ministry of National Economy of the Republic of Kazakhstan, and was attended by Arman Sabitov, Deputy Mayor of the city, representatives of natural monopoly entities, construction and design companies, domestic manufacturers, entrepreneurs, representatives of industry associations and financial institutions. Special delegations also arrived from Turkestan and Zhambyl regions.

During the session, the main directions of the national project were discussed, and the strategic importance of modernizing the utility and energy systems for the country's development was noted. According to Arman Malik, modernizing the infrastructure is an important factor that not only improves the quality of life of the population, but also contributes to attracting investment and economic stability.

In particular, the issues of "Su Resursy - Marketing" LLP in Shymkent were considered separately. Currently, the wear level of the sewer networks used by this enterprise is 73.5% . This is a serious problem that directly affects the quality of life of the city's residents. According to the plan, 164.4 kilometers of sewer networks will be modernized in the coming years, as a result of which the wear level is expected to decrease to 16% . 44.9 billion tenge will be invested within the project by 2026.

It is known that previously several large-scale measures were taken in Shymkent to develop the water and utilities sector. For example, in 2015-2017, a project to reconstruct the city's drinking water systems was implemented, providing thousands of residents with clean drinking water. However, while the main feature of those projects was focused only on water supply, the current initiative is of a comprehensive nature: it is intended to completely modernize the sewage system, strengthen engineering networks, and improve the quality of services provided to consumers.

In this regard, the main advantage of the 2025 national project is the strengthening of partnership between the state and business. If earlier modernization in the utility sector relied only on budget funds, now it is envisaged to involve domestic manufacturers and private investors. Representatives of the Baiterek National Management Holding, Kazcenter Housing and Utilities and the Development Bank of Kazakhstan, who participated in the session, presented new mechanisms for attracting investment and proposed specific ways of long-term financing.

Another feature of the regional session was the opportunity to exchange experiences. Delegations from Turkestan and Zhambyl regions shared their experiences in the modernization of utility systems in their regions. For example, in Zhambyl region, during the reconstruction of water channels last year, local manufacturers were actively used, which allowed to reduce costs. In Turkestan, support from international financial institutions was widely used in the modernization of the electricity system.

This meeting, held in Shymkent, was distinguished by its scale and systematic nature from similar initiatives in previous years. While previous projects were often focused on a specific sector, now the national project has acquired a comprehensive nature, fully encompassing energy, water, heating and sewage systems. In addition, the legislative framework has been strengthened to achieve concrete results. The Committee for the Regulation of Natural Monopolies has focused on improving tariff policy and ensuring the financial stability of public utilities.

Thus, the session held on August 28 was of great importance for Shymkent. Since the city's population is increasing year by year, modernization of engineering infrastructure is the need of the hour. The new national project will be an important initiative that will not only solve technical problems, but also ensure social stability. It is planned to improve the quality of the utility and energy sectors of Shymkent by taking into account the experience of previous years and introducing new approaches.
